WEDNESDAY, OCT. 19, 2016 Session 9A - Dam Failure & Decommissioning Session 9B - Investigations & Assessments Session 10A - Emergency Management Around Dams Session 10B - Concrete Structure Assessments Session 11A - Safety and Environment Session 11B - Dam Safety Committee Presentation Session 12A - Design & Construction Working Group Presentation WORKSHOPS The CDA 2016 Conference Bringing Dams Into the Future is offering informative professional development workshops on specific topics, providing delegates with important opportunities to improve their understanding, develop skills and discuss with peers and experts in their field. WORKSHOP A - AN OVERVIEW OF TAILINGS DAM DESIGN (1 DAY) Saturday, Oct. 15, 2016  8:30 am - 4:30 pm This one-day short course will cover topics such as engineering properties of mine tailings, conventional tailings embankment design, seepage analysis and saturated/unsaturated flow, staged construction analysis for tailings dams, deformation and seismic analysis, failure mechanisms and case studies, and dam safety and inspection. The workshop will be presented by Dr. Ward Wilson, P.Eng., P.Geol., Professor of Geotechnical Engineering at University of Alberta, Dr. Nicholas Beier, P.Eng., Assistant Professor of GeoEnvironmental Engineering at University of Alberta, and Bill Chin, P.Eng, Principal and Geotechnical Engineer at Klohn Crippen Berger. WORKSHOP B - DAM SAFETY REVIEWS (1 DAY) Saturday, Oct. 15, 2016 8:30 am - 4:30 pm This Dam Safety Review workshop will present the concepts and process developed in the recently completed technical bulletin on dam safety reviews. A Canadian Dam Association * Summer 2016 case study will be introduced and attendees will work through how to scope a dam safety review, how to work through the hazard-failure mode-control aspect of the safety analysis, and how to present the findings of a dam safety review. The workshop is aimed at dam owners, consultants and regulators who want to know what the Canadian Dam Association considers to be good practice for dam safety reviews.   It is expected that the technical bulletin will be available for purchase prior to the workshop. This workshop will be presented by members of the Dam Safety Reviews Working Group of the Dam Safety Committee including: Terry Oswell, BC Hydro  Gilles Bourgeois, WSP Group  Catrin Bryan, McMillen Jacobs Associates Santiago Paz, Alberta Energy Regulator Doug Sparks, Hydro Quebec WORKSHOP C - PUBLIC SAFETY AROUND DAMS (2 DAYS) Saturday, Oct. 15, 2016 8:30 am - 4:30 pm Sunday, Oct. 16, 2016 8:30 am - 4 pm  Dam Safety Guidelines address the various hazards which can lead to the failure of a dam and presents methods to manage these risks.  However, in Canada, more people have died in accidents around dam sites that are not associated with structural failure of dams. The CDA issued the Guidelines for Public Safety Around Dams and three associated Technical Bulletins in 2011, following several years of discussions and consultations. CDA offers this hands-on workshop to provide  training on public safety assessments based on the methodology presented in the Guidelines. The Dams and Public Safety workshops held across Canada since October 2011 have received high praise as a very practical hands-on event providing realistic case studies and tools that could immediately be applied for assessment of public safety risks at a facility. The instructors have received special training in the CDA methodology and materials. Classes are limited in size to maximize participation; and case studies are addressed in small working groups. The workshop will benefit managers and operators of dam facilities involved in risk management assessments or decisions related to public safety. Instruction is based on CDA Guidelines for Public Safety Around Dams, 2011. A copy of the Guidelines  and a training binder will be provided.  WORKSHOP D - FORUM ON CONVERSION OF DAMS INTO LANDFORMS (1/2 DAY) Sunday, Oct. 16, 2016 8:30 am to 12 noon CDA has formed a working group for developing guidance on when a dam is no longer considered a dam. As part of the guidance development, this working group is hosting this workshop to discuss the issues around this topic and move the guidance along. This is a forum-style workshop with presentations and discussion forums dealing with specific topics that are identified by the working group. An action plan will be developed to develop the guidance. WORKSHOP E - SYSTEMS APPROACH & SIMULATION IN RISK ASSESSMENT OF DAMS (1/2 DAY) Sunday, Oct. 16, 2016 8:30 am - 12 noon This half-day workshop will cover the topic of an emerging risk assessment approach when dam safety decisions for existing dams have to be made. The approach follows the methodology developed under the Spillway System Reliability Project (SSRP) sponsored by OPG, BC Hydro, Elforsk and USACE (20092015) and is based on stochastic simulation of dams treated as systems.  An illustration of practical aspects of implementation will be provided using one of the OPG river systems as an example. Participants will be provided with a hardcopy of the book Operational Safety of Dams and Reservoirs which details the methodology developed by the SSRP. The workshop will be presented by Dr. Andy Zielinski (OPG), Dr. John Perdikaris (OPG), Dr. Tareq Salloum (OPG), Mr. Ross Zhou (OPG) and Mr. Derek Sakamoto (BC Hydro). 35
