Pond. When repairs were ongoing,
the dams were rebuilt to the height
of the Whirl Pond Dam.
Although the dams were repaired
in 2010, the rebuild of the plant was
not completed until 2011. The damage to the Port Union Development
totalled over $1,500,000, with a largest portion of the costs being associated with rebuilding the plant due to
water inundation.
4.2 Lawn Development
At the Lawn development, the overtopping flows eroded the downstream
rock fill buttress and damaged the concrete, railing, and penstock supports.
Meco recommended the reinstatement
of the downstream buttress as it is
required to meet stability criteria and
the repair of the damaged concrete
and railing.
Newfoundland Power originally
tendered this work in Fall 2010 to be
completed before the reservoir iced
over. Because the work was tendered
late in the construction season and
construction contractors were very
busy due to storm cleanup projects,
contract prices were unfeasible. The
bulk of the work was postponed to
2011 with minor works completed in
Fall 2010 to ensure the dams stability
through the winter. Newfoundland
Power stabilized the penstock and
elected to install several temporary
water recirculation devices to keep
ice from forming during the winter
months. Replacement of the downstream rock fill buttress and other
repairs were completed in 2011. The
total cost of the damage to the Lawn
development as a result of Hurricane
Igor totalled over $400,000, with most
of the cost being associated with the
repairs at the dam structure.

5. CONCLUSION
Estimated flood intensities at Port
Union and Lawn watersheds during
Hurricane Igor occurring September
2010 are provided. The hurricane struck
the eastern part of the island for almost
twenty (20) hours and dumped heavy
rainfall over an extended area across
a swath of central Newfoundland. The
resulting floods caused a significant
amount of damage to the hydroelectric
