professional engineer should verify the
currency and adequacy of the hydrological loading, commensurate with the
complexity of the dam system and the
classification of the dam. The Technical
Bulletin, Hydraulic Considerations for
Dam Safety which are associated with
the 2007 CDA Dam Safety Guidelines,
provides a summary of the stage of
practice in Canada and the qualified
professional engineer should give considerations to these guidelines for the
evaluation of the hydrological loading
on the dam." The same general guidance should be followed for the initial
design or specific evaluation of a spillway. APEGBC (2016) indicates "Failure
of a qualified professional engineer
to meet the intent of these guidelines
could be evidence of unprofessional
conduct and lead to disciplinary proceedings by APEGBC."
The FLNRO dam safety website (2017)
contains the BC Dam Safety Regulation
as well as the Water Sustainability Act,
several dam safety guidelines, and dam
safety technical resources.

2.2 Yukon
The YESAB complete an initial
screening, prior to construction, of
all dam projects in Yukon. The Yukon
Water Board (YWB) issues licences
for all types of dams in Yukon,
including hydroelectric and tailings.
The Water Resources Section of the
Environmental Programs Branch
is responsible for inspections and
administers water licences that have
been issued by the YWB. All of the
above organizations utilize the CDA
guidelines for the assessment and/or
regulation of the dams. Yukon does not
have a formal dam safety regulation.
Enforcement issues are addressed
through the Water Act Legislation.
Additional information is available
in Dam Guide - Design Expectations
and Required Information (YESAB
and Yukon Env, 2012).

The climate of BC and YT is generally governed by the west to east
circulation of the atmosphere. Moist
air from the Pacific Ocean loses most
of its water due to the orographic
effect of the air rising as it crosses
