CDA will be meeting in Quebec City!

or the second time, the Canadian Dam
Association is meeting in Quebec City
for its conference, exhibition and
awards gala from October 13 to 18, 2018.
The natural resources of the Quebec
City area are exceptional, from the
mighty St. Lawrence River to the dizzying canyon of Sainte-Anne Falls and the
huge Laurentian wildlife reserve.
Quebec City, dominated by the
impressive silhouette of the Château
Frontenac, has a unique setting in North
America.
The 2018 CDA Annual Conference is
the national forum for engineers, owners,
operators and other dam experts.
Managing aging dams is a real challenge for these owners and professionals
who ensure the sustainability of these
structures.
The Québec City Conference will once
again feature an interesting technical
program, professional development
workshops, technical tours and round
tables that will cover topics related to
the conference theme.

TECHNICAL PROGRAM
Technical presentations will cover a
wide range of topics. The main themes are:
* Geotechnical and foundation
* Dam Safety
* Risk analysis
* Hydrology/hydraulics
* Dam Management
* Public Safety
* Dam failure studies
* Construction and Maintenance
* Tailings dams
Some technical sessions, consisting
of oral presentations, will be facilitated
by moderators in the context of the conference theme of managing aging dams.

As usual, sessions will be scheduled
to engage with poster presenters, some
of whom will be rewarded with awards
for excellence in their work.

PRELIMINARY WORKSHOPS
The Organizing Committee offers a
series of pre-conference workshops
that will give delegates the opportunity
to engage with prominent presenters.
Descriptions can be found on the CDA
website. The workshops will take place
on Saturday and Sunday, October 13 and
14, 2018.

A: DAM SAFETY REVIEWS
* A case study is a key component here,
and delegates will work through how
to scope a dam safety review, how
to work through the hazard-failure
mode-control aspect of the safety
analysis, and how to present the findings of a dam safety review.
* A full day, in French.

B: PHYSICAL MODELLING OF
HYDRAULIC STRUCTURES -
LASALLE LABORATORY
* Hydrology and flood review;
* Increased capacity (spillway optimization, power plant refurbishment, etc.);
* Dam failure analysis and downstream
reach consequences;
* Winter operations (ice management);
* Silting and sediment management;
* Safety issues and corrective actions;
* Examples of projects;
* Methods and approaches to address
the issues presented.
* A full day, in French.

C: TRAINING AND CASE
STUDIES ON CORROSION
* Training on corrosion, galvanization,
bonding and rust-anode technology.
Case studies.
* Half a day, in English and French.

D: SLOPE STABILITY
* State of knowledge and good practice
on slope stability.
* A full day, in English.

E: GEOTECHNICAL AND
FOUNDATION ISSUES
* Recent trends in the understanding and geotechnical behavior of
glacigenic units and assemblages and
how they apply to new and existing
dam sites.
* Understanding rock foundations for
existing dams using digital photogrammetric mapping techniques,
statistically modeling of rock mass
variability, etc.
* Dams on karstic foundations.
* Erodibility of spillways.
* A full day, in English.

F: EMERGENCY MANAGEMENT
* Dam safety management addresses
the risks associated with dams,
including release of fluids as a result
of structural failure, mis-operation,
planned operation, or any other
cause. Dam Safety Guidelines (CDA
2013) include emergency management as a fundamental part of a dam
safety program.
* The primary objective of this newly
released Bulletin is to assist dam
owners in the preparation of Emergency
preparedness and Response Plans, in
order to serve the basic needs of the
owner, community first responders,
and those who regulate dam safety.
* Further, the Bulletin outlines strategies to enhance the understanding
of hazards posed by a dam as well
as options available to reduce the
risk exposure and vulnerability of
stakeholders, thereby building community resilience in the process. In
this way, the Bulletin is intended to
address aspects of emergency management, beyond simply planning and
response - those additional aspects
being prevention/mitigation and
recovery. Engaging communities in
this manner leads to more advanced,
and often more effective, means to
manage residual risks posed by dams
and their operation.
* A full day, in English.
