Dam Safety Review, public safety
workshops hit the road

D

elivery of top-notch professional development continues
to be a priority of the Canadian
Dam Association. The latest workshop
to be presented, on the implementation
of Dam Safety Reviews, had a decidedly international flavour.
The Dam Safety Review Working
Group put on a Dam Safety Review
(DSR) workshop at the CDA
Conference in Halifax in October
2016 to present the concepts in the
just-published technical bulletin on
Dam Safety Reviews. The workshop
was well attended with 61 people
with a range of backgrounds in water
and mining dams, owners, consultants and regulators. Feedback from
the workshop was very positive and
there were a number of requests for
future workshops.

One of the requests for the DSR
Workshop came from BHP Billiton,
which has formally adopted CDA's
Dam Safety Review Technical Bulletin
as the process that they will follow
for future dam safety reviews. BHP
had a tight timeline to complete the
dam safety review training for all of
their assets by the end of March. In
addition to the DSR workshop, BHP
requested an overview of dam safety
management and time for discussion,
resulting in a two-day workshop.
A new CDA task group was formed
to meet the needs of BHP and the
entire mining sector, which included
the development of a new case study
specific to mining dams to be used
in the workshop. A dry-run was carried out in Calgary in January 2017
with the instructors with Tim Eaton,

Scott Martens and Ken Black as
the audience.
The first workshop for BHP was carried out in Tucson, Arizona on Feb.
22-23. The audience consisted of about
30 BHP engineers and mine operators,
many of whom have completed dam
safety reviews already. Andy Small,
Chad LePoudre and I took turns providing the instruction on the DSR
process and managing the breakout
exercises. This was the test run for
BHP and the workshop was modified
to further suit the needs of BHP.
The second workshop was carried
out in Brisbane, Australia on March
16-17. The audience included engineers
and mine operators but also health and
safety personnel and a procurement
specialist. Chad LePoudre, Santiago
Paz and I delivered this workshop to
