the assistance of Assemblywoman
Blanca Rubio who has agreed to author
Legislation on behalf of PCOC.
Working with DPR and Assembly-
woman Rubio we hope to find a solution
that allows for the continued responsible
use of SGARs while putting in place protocols that offer enhanced protection to
non-target wildlife species.

INTEGRATED PEST
MANAGEMENT
DPR and the Newsom Administration
have put a lot of focus on Integrated
Pest Management (IPM) as a means to
find the balance. From an industry point
of view, this is good news as we have
been pioneers in IPM for decades. In his
2020-2021 budget proposal, Governor
Newsom has included a one-time
appropriation of $350,000 General
Fund to fund a cross sector IPM working

group that will identify, evaluate
and develop safer, practical,
more sustainable alternative
pest management tools via
a systemwide approach for
California growers. While the focus of
this working group is squarely on agriculture, the same principals are being
applied to the SGAR issue and PCOC
and its members having had decades of
experience with IPM have a lot to bring
to the table. We will continue to report
on this as it develops.
As mentioned earlier the Governor
released his proposed budget and
in it were two other proposed appropriations in the DPR budget. He has
proposed funding for a Pesticide Air
Monitoring Network. The Budget
includes $1.9 million Air Pollution
Control Fund and 5 positions to provide ongoing support for 5 Pesticide Air

Monitoring Network sites established
through a pilot program in fiscal year
2016-17. This, plus existing support,
results in Pesticide Air Monitoring
Network monitors in a total of eight
disadvantaged communities. Again,
much of the focus is on the agricultural
applicators, however, air monitoring is
being conducted in urban communities
under a broader air monitoring program
being carried out by the California Air
Resources Board (CARB).
We believe that it is important for
DPR to have a hand in monitoring air
quality. California is making air monitoring an integral part of policy making. New technologies allow for air
