Minnesota and National Pest
Management Associations Defeat
Pesticide Preemption Repeal in MN
Democrats in the Minnesota House introduced and passed
an agriculture policy bill, HF 1733, to repeal pesticide preemption and allow the four largest cities in Minnesota (Minneapolis,
St. Paul, Duluth, and Rochester) to regulate pesticides. The
Senate, controlled by Republicans, presented their Agriculture
policy bill SF 1859, that would MAINTAIN pesticide preemption, and only allow the state lead agency, the Minnesota
Department of Agriculture, to regulate pesticides. Since both
chambers passed their own versions, the bill was taken up by
a conference committee of members from the two chambers.
The House appointed Reps. Poppe (D), Vang (D), and
Anderson (R) as conferees. The Senate appointed Sens.
Weber (R), Goggin (R), and Hawj (D) as conferees. Following

negotiations between the two chambers, the conference
committee voted against the preemption repeal provision
for the four largest Minnesota cities, and it did not make it
into the final bill. Gov. Walz signed HF 1733 into law without
the pesticide preemption repeal language.
NPMA, MPMA, and our coalition of partners worked tirelessly to educate lawmakers on the challenges that stem from
repealing pesticide preemption and allowing local governments to regulate pesticides. Our industry alone sent over
555 grassroots messages, and we also authored and organized a coalition letter of 20-allied organizations opposing the
provision in addition to many personal touches by members
in MN. We applaud the collaborative efforts, as we work to
maintain pesticide preemption, allowing pest management
professionals the ability to protect public health and property
across all counties and cities in MN.
