PCOC - Fall 2019 - 15

The SMASH Act - one of NPMA's
issues during our 2019 Legislative
Day - was folded into the Pandemic
and All-Hazards Preparedness and
Advancing Innovation Act (PAHPAI), a
larger public health package that was
signed into law earlier this summer.
PAHPAI covers many areas of public health, but NPMA was particularly
invested in the SMASH Act, as it requires
consultation with industry as part of a
report for vector-borne diseases spread
by mosquitos. NPMA partnered with the
Vector Based Disease Network (VBDN)
to help support passage of the SMASH
Act and by extension, PAHPAI. As part
of NPMA's strategic plan, the industry
is committed to advancing public health
priorities, and being seen as active in
this space by policymakers. NPMA
is proud to support the betterment
of public health and looks forward to
continuing to work with the VBDN and
members of Congress on other public
health issues in 2019 and beyond.

Also included in our Public Policy
Strategic Plan was a commitment to providing resources for the industry to better
advocate on our priorities in states and
at the federal level. The first one-pager
has been released, and covers "How to
Schedule A Hill Meeting." Through this
document, you can easily determine
who represents you in Congress, and
how to schedule a meeting with them
or their staff, including email templates
for visit requests. While many NPMA
members have come to visit with their
Representatives in DC for years, others
are new, and NPMA wants to ensure that

every member of the industry feels confident on the Hill. By the end of the summer,
there will be one-pagers on PAC giving in
the states, and at the federal level. Prior to
PestWorld, we will release one-pagers on
how to conduct a Hill Meeting and some
tips and tricks for the Hill.

rodent infestation. Additionally, for all
property owners, including single family
residences are required to hire a PMP if
there are rodent burrows present in the
yard. NPMA supported this rule and is
pleased that it became final on June 3,
2019. Please view NPMA's comments at

NPMA is committed to being a
resource for policymakers. That means
sometimes visiting to educate rather
than with a specific request. NPMA
staff has been joining with other members of the Pesticide Policy Coalition
(PPC) in Hill meetings to help educate
members of Congress on what pesticides are and how they're used. We have
helped offices understand The Federal
Insecticide, Fungicide, and Rodenticide
Act (FIFRA) better, and the PPC has
explained the many important uses of
pesticides to staffers who are often
unfamiliar. This has also allowed NPMA
to continue explaining the many public
health benefits our industry provides.
This is part of an ongoing series of meetings throughout the summer. NPMA staff
has met so far with the offices of Rep.
Jimmy Gomez (D-CA-34), Rep. Brad
Schenider (D-IL-10), Rep. Julia Brownley
(D-CA-26) and Rep. Judy Chu (D-CA-27),
Representatives Lisa Blunt Rochester
(D-DE-AL), Deb Haaland (D-NM-01),
Betty McCollum (D-MN-04), Suzan
DelBene (D-WA-01), Alan Lowenthal
(D-CA-47), Donald McEachin (D-VA-04),
Charlie Crist (D-FL-13), Darren Soto
(D-FL-09), Paul Tonko (D-NY-20), Jim
McGovern (D-MA-02), of Rep. Hank
Johnson (D-GA-4), Rep. John Garamendi
(D-CA-3), Rep. Ami Bera (D-CA-7), and
Ruben Gallego (D-AZ-07).
NPMA will continue to advocate
for the industry with policymakers
at all levels. We hope to see you at
Pestworld in San Diego in October,
where we'll share more updates on
our activities.
