"This speeds things up at grain elevators and at offloading
points" said Clements. "Even in cold weather, the result is
faster grain handling throughout the railway system."
Then there's the issue of the current 23,000
hopper cars that are in a deteriorating state of
repair. "Three-quarters of these cars were built in
the 1970's and 1980's and are due for replacement in
the 2020-30 time-period," Bognar said. "Ultimately,
the increased maintenance costs as these cars age
make it uneconomical to keep them in service for their
full 50 year lifespans. In fact, it appears to be more
cost-effective to replace aging hopper cars at this time
(at 40+ years), rather than to continue with their costly
maintenance."

What could Happen if Bill C-49 Becomes Law

Assuming that Bill C-49 becomes the law of the
land - and given that C-49 is a government-sponsored
bill, this seems likely - the benefits outlined above
should begin to become realized relatively quickly. 19
