The good news: The Canadian railway industry has already
been working closely with Ottawa to reduce locomotive
emissions. Meanwhile, those locomotives that do require
retrofits will provide Canadian railway suppliers with
revenue-generating work.

The Locomotive Emissions Rules (Figure 1) spells out
how these limits affect different ages and classes of railway
locomotives (measured while they are in the shop for servicing).
The differing pollutant-limiting requirements (mirroring the
EPA's U.S. standards) are intentional.
"Based on the type of locomotive and the year of original
manufacture, new locomotives are required to meet the
increasingly stringent tier of standards for NOx, PM, HC
(hydrocarbons) and CO (carbon monoxide) emissions, as well as
smoke opacity," said the LER Executive Summary. "Locomotives
are required to meet the applicable tier of standards for their
entire useful life and, in certain cases, for their entire service life."
Confused? Don't be: "The useful life is the period during which
the locomotive is designed to properly function in terms of
reliability and fuel consumption without being remanufactured,
and during which a locomotive is required to comply with all
applicable emission standards," the LER Executive Summary
said. "The typical useful life of a locomotive is 10 years." In

au cours de laquelle la locomotive est conçue pour fonctionner
correctement sans être remise à neuf, lit-on encore dans le
résumé du REL. Cette durée est habituellement de 10 ans. En
revanche, la durée de service est la durée complète de leur
utilisation, peu importe le nombre de remises à neuf.
« Avant qu'une locomotive ne puisse entrer en service au
Canada, la compagnie est tenue de prouver qu'elle répond aux
normes d'émissions applicables », indique le résumé. Mais il y
a d'autres bonnes nouvelles : « Les locomotives visées par un
certificat de l'EPA des États-Unis peuvent utiliser ce certificat
comme preuve de conformité ».
