CARS' ADVOCACY EFFORTS

encouragement for investors' confidence.
A stable, predictable transportation policy
would encourage investments in replacing
aging railway rolling stock, infrastructure
and manifest in higher employment
on those sectors. The critical aspect
of this Bill, aside from resulting some
Western Grain Farmers' problems through
expedited and much simplified conflict
resolution system with the TSA; it also
reduces investors' uncertainty vis-à-vis
NAFTA renegotiations, which brings us to
the second issue.

renegotiations are conducted at

To date the CARS advocacy effort has been
two pronged:
1. To support the acceptance and
approval of Bill C-49 - Transportation
Modernization Bill; and
2. Keep abreast of the NAFTA
renegotiations, by keeping our members
informed of the discussions content and
progress report of the discussions.
In the first instance, the most active
advocacy effort has been vested in the
support and recommended approval of
Bill C-49. It is a complex, omnibus bill,
dealing with air passengers' rights and
railway transportation, with a minor
portion addressing maritime issues.
Although the air portion of the Bill is
of significance, CARS' main efforts were
focused on the railway portion of the
Bill. There are several aspects of this Bill
dealing with railway issues which, taken
in totality has a significant influence on
how business is conducted - addressing
safety (LVVR), interswitching, dispute
resolution etc.
CARS representatives approached
Transport Canada offering sources of
information to solidity support for the
passing of the Bill. To this end, CARS'
representative attended the Senate
Standing Committee Hearing on Bill C-49
discussions, as a witness.
In preparation and following the
testimony in front of the Senate
Committee, CARS' arranged for individual
interviews and appointments with critical
representatives of both Transport Canada
and the Senate Standing Committee
(Chair and Co-Chair of the Committee) on
Transport, delivering the message to pass
Bill C-49 as quickly as possible.
Additional information was provided
resulting from the hearing in front of
the Senate Standing Committee, as
well as discussion materiel prior to the
Senate Hearings.
The main aim of these efforts to have
the Bill passed were to support Canadian
economic stabilization resulting in strong

levels, however, the outcome of these
renegotiations have a very direct and
profound impact on Canadian economy.
By keeping the "finger on the pulse" of
the renegotiation process and advising
membership on the details, it provided
a direct input of information on which
business decisions could be made.
Although the process of renegotiations
could not be directly influenced through
traditional advocacy process, obtaining
status report and passing it on to
concerned business firms provided timely
information for potential direction, back-up
plans or a simple indication of what is
coming next. ■
