the fuel surcharge structure."
British Columbia, where natural gas is a growth industry, is
one of the few jurisdictions offering incentives to transportation
companies that use it. The provincial carbon tax is applied to
natural gas, but at a lower rate than diesel. Also, the province
offers incentives for conversion of vehicles - including
locomotives - to LNG, reducing the cost of retrofitting by as much
as 75 per cent.
Besides B.C., Canada has some LNG facilities on the east coast,
where new facilities have been opening, and "there has been talk
about building an LNG plant in Sarnia [Ontario]," says Eric Feiler,
Manager of Engenious Engineering.
And even with the current cost structures, "There are niches
that make more sense than others," such as captive fleets,
says Jensen. "Most railroads have some areas where they
have a relatively captive fleet; that's the market that we will be
focusing on."
"For these captive markets that are consigned within a certain
area, CNG [Compressed Natural Gas] makes a good option. You
don't need the density of fuel; it's easier to process and also
cheaper," comments Feiler. Engenious has already worked on LNG
or CNG projects with Norfolk Southern, a Class I railway, as well as
railways in Peru, Brazil, Thailand, California and India, where CNG
powers 1,200-horsepower locomotives for passenger trains.
"In the next five years, nobody can predict when the price of

diesel will go up, but we think that it's going to," Jensen says.
