Our entire educational system, from
elementary school through college
credit hours and into professional

continuing education has relied on
the "hour" as a measured unit for
learning. However, no two individuals
can learn knowledge, skills and
abilities in the same amount of time.
The credit hour has defined higher
education by the ability to obtain
student loan funding and graduation
requirement. The continuing education
hour has totaled how many hours a
professional must minimally spend
to maintain a credential as a possible
indication of qualification, licensure
and as a demonstration of continued
competence.
Do hours really measure learning?
Can time be a true indication of
intelligence or competence to practice
in any profession?

Educators are making a bold move
to let learners gage their own pace of
knowledge acquisition and application.
The name for this new kid on the block
is CBE or competency-based education.
CBE allows each learner to personalize
their pace, acquire information and
knowledge, and then demonstrate
application of that knowledge in
actionable formats. Demonstrations of
learning also move beyond traditional
assessments and standardized testing
into creative learning exercises,
activities, and portfolios.
If throwing clock hours out the
window sounds too extreme for your
association's learning model, then
you are already behind the curve. The
U.S. Department of Education has
