these often disguised or hidden aspects of

" At its most profound level, the park
mediates between nature, infrastructure,
art and society, " says Douglas Olson,
Landscape Architect and former project
lead for O2 Planning + Design. " It does
this by providing stormwater treatment,
habitat, recreation, visual pleasure,
education and inspiration. In response, the
physical form moves beyond ecological
remediation and technical function to meld
artistic intent and science. The forms of the
landforms and polishing ponds are inspired
by fluvial, braided river processes, while
the boardwalks recall fallen floodplain trees
strewn by the currents. As both ecological
and cultural infrastructure, the physical
form of the design reflects expressive,
human intervention in ecological
processes. "
" To make this project a success, it required
the commitment of many departments
within the City of Calgary to work towards
a shared vision, " says Cory Albers from
Source2Source Inc. " Furthermore,
a successful outcome required deep
collaboration of a multidisciplinary team
of landscape architects, engineers,
environmental designers, artists,
environmental scientists, City of Calgary
project managers, operational staff and
skilled contractors. "
Olson says, " The project is a statement on
the making, role and function of landscape
architecture and contemporary art in
multi-functioning landscapes. It clearly
demonstrates that art, science and
multiple disciplines designing in complex
integration, can result in successful
landscapes. In this case, a technical,
functional and aesthetic professional

collaboration resulted in a project that is
far more relevant than any of the initiatives
working in isolation. "
THE JOURNEY
The City of Calgary in dialogue with Alberta
Environment, the provincial regulatory
agency, identified stormwater sediments
from urban areas as a pollutant of concern
that could affect the ecological health
of the Bow River. In the early 2000s, a
commitment was made to decrease
urban runoff sediment contaminant
loads to the rivers despite continuing
development pressures. In 2005, a study
was commissioned by the City to identify
and prioritize feasible stormwater quality
retrofit sites. The study identified the
former Klippert gravel operations site,
located at the current Dale Hodges
Park site, as one of the prime candidate
locations due to the potential to manage
stormwater from one 1,800-hectare urban
catchment, combined with the desired
reclamation of a river edge brownfield site.
In 2010, the City of Calgary finalized the
purchase of the land with the intention of
turning this land into a publicly accessible
park. The City quickly cleared off the
remnant buildings and other items,
opening the majority of the land to the
public to provide access to the Bow River
and an adjacent park.
While the stormwater quality enhancement
functionality was given a high priority by
City Water Resources, City departments
such as Parks recognized the ecological
and experiential values of the Dale Hodges
Park environment, particularly if the
brownfield area could be restored to
ecological productivity and high level of
biodiversity. A further enrichment of the
potential value of the park was foreseen by
the City Public Art Program. Calgary
Parks then worked to secure funds for the
development of the park, starting first
with only funds for the design of the park.
At the same time, City of Calgary Water
Resources staff was searching for a way
to treat the storm runoff water of the
adjacent community prior to releasing it
into the river.
Heather Aitken, City of Calgary, Public
Art, remembers a July 2011 meeting where
Greg Kozhushner (Water Resources)
and Chris Manderson (Calgary Parks)
agreed to submit the project as a pilot for
the WATERSHED+ Public Art program,
with a strong belief that conflicting
mandates could be addressed through the
WATERSHED+ process.
" To fit within the mandate of
WATERSHED+, the project needed to
contribute to a greater awareness and
knowledge of the watershed; support
cross-disciplinary, collaborative processes
- with artists embedded at project
inception; contribute to city identity; and
be place and culture specific, " notes Aitken.
PROJECT GOALS
Each City business unit had its own
priorities: Calgary Parks was committed
to ecologically integrating this land with
the adjacent natural area park; Water
Resources was committed to the health
