WHEN OBERLANDER GRADUATED in 1947 the opportunities
for landscape architects were still scarce as the economy was
recovering from World War II. While trying to secure work,
sending out forty letters to landscape architecture offices across
the country including Hawaii, she designed residential gardens on
her own. Eckbo replied with enthusiasm in 1947, but he was not
hiring. Dan Kiley also returned her letter of inquiry, writing "you
impressed me very much" and hinting that she might work for
him in the future. Finally in 1949 she was given an opportunity
to work with James Rose. Oberlander, with Elizabeth Herd, was
hired to help build a modular garden for Rose's show garden
in Great Neck, Long Island. Constructed as part of his modular
series for Ladies Home Journal, the garden consisted of three
birch trees, a hedge, 2'x2' concrete pavers, a bench, trellis, and
bulbs. Oberlander appreciated the experience but show gardens
did not capture her vision of modern landscape architecture. She
was eager to work on the practical problems of the city - housing,
transportation, and the provision of open spaces - and work
directly with the people she was serving.
During the War years, many architects and landscape architects
engaged in planning since opportunities to build landscape
projects were limited. In fact Louis Kahn confessed to Oberlander
that his post-War work in Philadelphia was the realization of
all of his wartime planning efforts. The architectural historian
Andrew Shanken notes that planning provided a robust concept
to strategize life after the war. "As a metaphor for the future,
planning embraced seemingly unrelated fields, linking the most
intimate aspects of family life with community and nation." With
the War over Oberlander thought planning would provide her
with an opportunity to directly engage with the power structures
that were directing post-War development. A few weeks later
the Regional Plan Association (RPA) of New York hired her. The
goal of the RPA "was to improve the quality of life and economic
competitiveness" for 31 counties located in New York, New
Jersey, and Connecticut. Oberlander helped develop plans for
small communities in the metropolitan area and she performed
research on commuting times from home to work. She also helped
compile progress reports for the Planning Board of the Township
of Mendham, New Jersey. Positions at the RPA were temporary,
lasting only one or two years. Nonetheless, the position gave her
valuable analytical skills.
An ingredient missing from Oberlander's RPA experience was
working directly with communities and incorporating their
views into the design process. For Oberlander this was an
extension of the collaborative process and a true mark of a
socially oriented practice. These ideals eventually led her to
Philadelphia-the epicenter of experimentation with urbanism.
At the RPA Oberlander met J. Marshall Miller, who was working
with practicing planners and students at Columbia University's
School of Architecture. He brought her into contact with the
Citizens' Council on City Planning (CCCP) in Philadelphia, one of
first organization in the U.S. specifically established to facilitate
citizens' participation in the urban planning process. Philadelphia
had undergone a revolution in city politics and was quickly
becoming a model of urban development for the nation. During
the war years the city had embarked upon extensive planning
initiatives that determined postwar projects. By the early 1950s
there was a revamped architecture program that embraced
