feature Call Before You Dig Enabling Safe Excavations for Over 36 Years By Bret Factora, Manager Engineering & GIS, Yankee Gas Service Co. President CBYD Board of Directors For the last 36 years, Call Before You Dig (CBYD) has been providing the state of Connecticut a vital communication link between the excavating community and facility owners, preventing hundreds of thousands of potential underground damages. While the fundamental mission of CBYD has not changed much over this time span, damage prevention and the way we go about business certainly has. The Center was born out of three individual call centers operating in the New Haven, Bridgeport, and Hartford areas. Southern New England Telephone was the common entity to each of these centers, and in 1972 they hosted an inter-utility statewide meeting for 24 companies, from which one statewide call system known as "Connecticut Underground Utility Protection Program" (CUUPP) was devised. In 1977, the Connecticut legislature enacted Public Act 77-350 ruling that calling prior to excavating was mandatory and that the requirement would be enforced by The Public Utility Regulatory Authority (PURA, formerly the DPUC). CBYD regulations became effective in October 1978 that gave PURA enhanced enforcement authority in the interest of public safety. Under the law, individuals, contractors, utilities and public agencies planning to excavate with mechanized equipment must notify CBYD at least two full working days in advance of beginning their work. They must also white line the proposed excavation in order to better define to the locator the scope of work. CBYD Inc. became the centralized clearing house for all locate requests. CBYD is a non-profit organization that has grown to 315 member companies that include: gas, electric, telephone, cable television, water utilities, municipalities, ConnDOT and a host of private owners and operators of underground facilities representing a total of 40,034 miles of buried facilities. Our Board of Directors represents 20 of those companies and associate members from the contractor, insurance, locating, public safety and engineering community. This diverse group collaborates on damage prevention, education and operational enhancements.
