CAAPA/ConnDOT Paving Awards
Recognize Pursuit of Excellence
Best practices, use of technology and attention to
detail produce winning pavements

Not many Connecticut residents notice
when a road is built well. In fact, the 100,000
Connecticut drivers on the road each day
expect roads to drain properly, ride smoothly
and be pothole-free.
The Connecticut Department of
Transportation, in partnership with the
Connecticut Asphalt and Aggregate
Producers Association, has more than
20 years of experience recognizing the
technical expertise required to provide the
smooth ride that drivers take for granted with
the annual Asphalt Paving Award.
It is important to recognize paving excellence because Connecticut's roads are an
enormous asset to the state's residents and
businesses, says Robert G. Lauzon, Ph.D.,
P.E., principal engineer for ConnDOT. "The
award encourages attention to detail and
creates a sense of pride in excellent work
throughout the industry."
Awards entries are accepted for five
categories: Unlimited Access Roadway,
Municipal Project, Longevity Award, Special
Interest and Limited Access. Although there
are five categories, there are not always
winners in each category, and there can
be multiple winners in one category. The
final award winners are determined on the

evaluation of the projects and their ability to
meet the criteria for recognition.
The Longevity category is a new addition
to the program, says Lauzon. "We want to
recognize contractors who were doing great
work many years ago by highlighting roads
that are still in good shape," he says. "We
want to encourage contractors to produce
roads that last 15 years."
A pavement can be nominated by
any person, including contractor staff,
ConnDOT staff or members of academia. A
nomination form that identifies the location
and length of the project along with specifics such as mix type, structural design
and time of day for construction is submitted, but the form is just the starting point
for evaluation, points out Andrew Bednar,
transportation engineer 2 for ConnDOT.
"We review the application and check
for penalties on the project, then we visit
the site."
The pavements have been judged by a
variety of people, including an engineering
professor from a local university, industry
representatives, ConnDOT personnel and a
state trooper. In addition to a visual inspection of the road, judges also conduct a "seat
of the pants" test of the road's rideability as

they drive over the road, says Bednar. "We
want to make sure that there are no cracks,
segregation or irregular surfaces that affect
the smoothness of the ride and the durability
of the pavement."
Factors that are included in the evaluation
include the paving line, geography, number
of manholes that require handwork, time of
day of construction, season of construction
and temperature. "It is challenging to build
a dense pavement when temperatures are
lower, and the biggest quality measure of a
pavement is density," says Lauzon. "Denser
pavements last longer."
The use of new technology or innovative
construction practices is also evaluated.
With GPS and laser guidance improving
paver functions and increasing knowledge
about how to prevent segregation of paving
materials, the projects are judged on how
they meet technology requirements set by
ConnDOT and what innovations they use
beyond the required practices.
"For example, we want to see contractors
use best practices for wedge joints," says
David Parillo, P.E., transportation engineer 3
for ConnDOT. Use of equipment that shapes
joints to ensure a good bond that adds to the
life of the pavement is important, he adds.
