have the existence or potential of decomposing organic material may have methane gas present, he says. "Depending on
site conditions, trenches and excavations
over 4 feet deep may have to be tested for
atmospheric hazards, such as low oxygen,
hazardous vapors, and toxic gases."
"Also remember that pouring a concrete foundation requires the installation
and removal of concrete forms that place
workers in trench and excavations" says
Mangiafico. "After the pour has been made
and the formwork removed, workers often
have to re-enter the excavation to apply
waterproofing chemicals to the foundations. This may create additional hazards
to workers."
Contractors in Connecticut know that
they should call "811" before they dig, so
that they can have utility lines and pipe
marked, but all employees should also
know what to do if they come across an
unmarked utility line in a trench. "Workers
should exit the trench and the competent
person should call the appropriate utility to have it checked," Mangiafico says.
An unmarked water main that bursts can
quickly fill a trench with water over the
workers' heads, and an electrical conduit
poses an electrocution risk. It is up to the
competent person to determine when it is
safe to return to work.

Knowing what to do when an unmarked
utility is found is important, says Mangiafico.
Even when every other precaution is taken,
forgetting this rule can result in an accident
or an OSHA citation. "We recently had an
incident where a contractor on a small job
had all of the protections on site - a trench
box and shielding," he says. "However, a
pipe was discovered which prevented the
protection from being put in the excavation
because it wouldn't fit with the pipe there.

The contractor continued with the work
without protecting the workers in the trench
and received a willful citation from OSHA."
He adds, "Construction deadlines and the
pressure to complete work is not an excuse
for entering a hazardous situation."
