Every space should
use the least amount
of cooling and
heating it can to meet
desired conditions,
each hour of the year.
chillers have the option to base the
capacity being produced to meet
the critical (lower) of the heating and
cooling loads.
Including a heat pump chiller is a
somewhat novel plant configuration.
Take care to commission the system
and work out optimal operations. A
heat pump chiller should be controlled
to satisfy as much simultaneous
heating and cooling load as possible,
and additional chillers should be
staged as needed.
* Code reform. Excess air also causes
reheat. For many years, hospitals
have used prescribed air change per
hour (ACH) rates as minimum air flow
requirements. These practices cause
reheat energy whenever the minimum
ACH exceeds what is required to cool
or heat the spaces.
Building engineers and clinical
staff often believe these ventilation
rates somehow correlate with
infection control. For critical spaces
like operating rooms, sterile zones,
and isolation rooms, those links are
reasonably clear. However, for many
less critical rooms and spaces, the logic
behind the requirements is less clear,
and may not hold up to scrutiny. A
recent ASHRAE article called "A Brief
History of Heath Care Ventilation"
(English 2016) traced the history
of hospital ventilation ideas. Many
standard rates date back to the 1960s,
some much further still.
Some hospital owners and
sustainability advocates say ventilation
standards should be rethought.
Some look skeptically at the code's
ventilation rates. However, as owners
set more and more aggressive
environmental goals it may force
the issue. Health Care Without

Harm has called for a "dialogue on
hospital ventilation," saying that
"updated codes could help the sector
annually save up to 20 to 30 percent
of electricity and 30 to 50 percent of
natural gas, or $2 to 3.5 billion and 8.5
to 14 million metric tons of greenhouse
gases, with positive impacts on capital
planning and budgets" (Health Care
Without Harm 2016).
The timing may be right for
an update. ASHRAE's health care
technical committees are looking

into it. Some lowering of the rates
has already been done: patient
rooms and examination rooms are
both reduced to four ACH. Current
research may facilitate further
changes. ASHE cosponsored a
research project with the Facility
Guidelines Institute and ASHRAE to
investigate the scientific evidence
behind the air change requirements.
Once completed, the project will
likely reveal more opportunities
for further reductions.
