PUBLIC AWARENESS CAMPAIGN

T

o commemorate the 10-year anniversary of 811, the national "Call Before You Dig" phone number that helps
to protect our nation's underground infrastructure, the 811 Across Texas coalition was formed to dramatically increase public awareness of 811 in Texas. The coalition spreads the damage prevention message by
sponsoring 811 billboards that are visible from the freeway and highway systems throughout the state.
Brian Tooley, OCC's damage prevention
manager for Lone Star 811, developed the
initial idea for the campaign in the summer of 2016 as he drove around the state
and noticed that there were vacant billboards available alongside the highway.
Recognizing that the 10-year anniversary
of 811 was approaching and that only
47 percent of the U.S. population are aware
of the 811 message, according to surveys
conducted by the Common Ground Alliance
(CGA), he decided to contact various billboard vendors and potential stakeholders
for the campaign. Shell and Kinder Morgan
were the first utility partners to join the
811 Across Texas coalition, alongside Lone
Star 811. Their sponsored 811 billboards
were the first displays to go up in the cities
of Beaumont and Midland (respectively).

Thus far, the 811 billboards have made
5,383,933 traveler impressions, which
increases every day. The campaign is set
to run throughout 2017, and the goal of
the coalition is to reach over 20 million
travelers in total. Currently, the coalition
has sponsored six 811 billboards, with two
more boards scheduled to be installed in
early May. The billboard design pictured
below was created by lead graphic designer
Lauren Savage, of OCC's Creative Division,
and is the same, simple 811 message on all
the billboards.
If a company or organization sponsors a
specific billboard, they are entitled to have
their logo included, as well as selecting the
location for the billboard. The coalition
website also displays above-ground storage
tanks with the 811 message. This campaign

provides a low cost, high-benefit opportunity for all stakeholders to participate.
Currently, the coalition consists of electric,
excavator, locating, oil & gas, one call center,
and telecom stakeholders.
