LEGISLATIVE
A PICTURE MIGHT be worth a thousand words,
but statistics can tell a story as well. Take, for
instance, the statistics from the 2017 legislative session: More than 3,000 bills were filed this year; 231
passed. That is both the highest number of bills filed
and the lowest number of bills passed in 15 years.
This year was notable on a budget level as
well. Due to conflicts in the negotiations between
the House and Senate, the session had to be
extended in order to pass the budget, which
requires a constitutionally mandated 72-hour
"cooling off" period before a vote can be taken.
The session was scheduled to end on Friday, May
5, 2017, but legislators had to return for one day
the following Monday.
The forestry community faced several challenges during those budget negotiations.
Ultimately, the following items of interest to the
forest industry were funded:
* Fire Equipment - $5.9 million
* Florida Forest Service (FFS) Land Management
-$1.19 million
* Rural and Family Lands Program - $10 million
* Springs Protection - $50 million
Two programs of interest received no funding:
* Florida Forever: Florida's premier conservation and recreation lands acquisition program
received zero funding this year. In addition,
legislation that would have secured future
funding for the program, as well as similar

programs such as Rural and Family Lands, failed
to pass.
* Healthy Forests: This proposed program would
have allowed FFS to provide Best Management
Practice (BMP) cost share to timberland owners.
Similar in nature to BMP cost share for other agricultural commodities, it would have authorized FFS
to provide a 50 percent cost share match for reforestation in areas that mitigate erosion, improve
aquifer recharge, remove invasive species, etc.
The policy arena offered a mixed array of proposals. Following is information about bills important to forestry that passed or failed during the
2017 legislative session:
PASSED
Pollution Notifications - SB 1018 by Sen.
Denise Grimsley; HB 7053 by Rep. Charlie Stone
This legislation requires notification to the
Department of Environmental Protection or other
appropriate authorities within 24 hours of a pollution spill.
Public Records - HB 80 by Sen. Greg Steube;
HB 163 by Rep. Danny Burgess
This legislation takes potential profit out of public records requests, which has become an issue
for associations and others. The bill addresses
the award of attorney's fees and monetary damages as well as defines "improper purpose" of
such requests.
