some of the urban forest's economic and ecological values. The 2006 analysis served as the basis for enhancing the understanding of the benefits, or ecosystem services as they are called today, of the city's urban forest. The information from the analysis generated public, private and political support for an urban forest management plan to guide public and private activities that influence the health and sustainability of the urban forest. The following year the City Council adopted an ordinance requiring a re-inventory of the city's urban forest every five years. Using the 2006 analysis as a baseline data set, the information from all subsequent assessments is now used to evaluate trends in the forest's condition and associated benefits. In 2013, the City Council formally accepted the Urban Forest Management Plan as the city's strategic plan for management of the urban forest. Shortly thereafter, the mayor executed an executive order directing all departments to actively participate in the successful implementation of the plan. The five-year cycle of inventory and analysis has become an integral part of the city's long-term monitoring program, with many of the key objectives in the management plan directly tied to the condition of the urban forest and the ecosystem services evaluated by the analysis. The ongoing work of the city is serving as a catalyst for county and city governments in the region. Hillsborough County has undertaken an ecosystem services analysis of its regional parks and natural areas (80,000 acres) and is incorporating these findings into its strategic management plan; St. Petersburg is conducting an urban forest assessment as part of a major tree planting initiative; and Gainesville has begun an urban forest inventory and analysis as a first step in the development of an urban forest management plan. These place-based scientific analyses improve our understanding and appreciation of economic and environmental benefits derived from local ecosystems, but do not tell the entire story. More than 40 years of research across a range of disciplines demonstrates a broad array of health and well-being services associated with the interaction of people with nature in cities. This research evidence about the beneficial aspects of the human response to urban forests is profoundly important and has broad implications for cost effective approaches to the maintenance of human health and reduction of healthcare costs. Ongoing environmental, economic and social investigations in Tampa are demonstrating that the positive benefit/cost implications of urban forests, parks and associated natural resources are substantial. Human response to nature in metropolitan regions is much richer than aesthetics and beautification, and suggests that higher density living can be a satisfying and more sustainable alternative to sprawl development. Active planning and design to enhance human health and well-being services, particularly in densely populated urban areas, can create places that provide better human habitat and in so doing encourage targeted economic growth. Times are changing, population is growing, budgets are getting tighter and we need to adapt to the changing issues in our urbanizing state. Our natural systems are increasingly stressed by demands for goods and services which raises many difficult questions. How do we maintain a healthy economy without depleting or degrading our natural resources? How can we grow and develop while maintaining a healthy environment for our children and grandchildren? There are no easy answers to questions like these, but we must begin to deal with them with the best information we have right now, while engaging diverse audiences in conservation projects and fostering partnerships between communities, government and science. This is what the city of Tampa is now doing. ■ fall 2016 | frpa journal 17
