shift since the transit time for a direct
voyage from Hong Kong to New York is
the same through both the Suez and
Panama, although actual times depend
on port coverage and intermediate
stops," JOC states. "Panama has an
advantage for origin points north of

Only a month after the expansion
opened, integrated transport and
logistics company Maersk announced

its newly rerouted TP12 Far East
Asia-to-USA service was enjoying
significantly improved transit times
through the expanded Panama Canal to
U.S. ports in Newark, N.J., Norfolk, Va.,
and Baltimore.

"It is a great chess match," he says.
"There is so much speculation about
what it represents and whom it is
going to hurt or help. The port of
Los Angeles/Long Beach takes in a
massive amount of Asian imports.
Over the years, it has built up a lot of
power, and that leverage has put it in
a position to call the shots."
Moreover, he notes, Class I railroads
have reinforced that by making
huge investments that establish
Southern California as their networks'
operational base. "When ships came
to dock and discharge, the railroads
knew they could fill a train quickly.
There is nothing railroads like more
than long trains going long distances,"
Cook says. "I know that nearly
two-thirds of all vessel discharged
freight in Southern California ports is
destined for points in the Midwest or
beyond, meaning the container still
has to go nearly 2,000 miles or so to
get to market."

Those are hardly the only
considerations, Cook acknowledges.
Some carriers complain that West
Coast ports have gotten too congested
even as their costs have spiraled. And
then there are labor disputes, such as
the strike by LA/Long Beach truckers
in spring 2015.
"There were outgoing U.S. crops that
could not get containers to load or
vessels to move loads," he recalls.
"And we had shipments on the water
that could not get unloaded. There
was a lot of bitterness from customers
I spoke with, and they felt there
were no options."
