Aside from the driver shortage,
the factors limiting carrier
capacity include:
Aging fleets. During the Great
Recession and the economy's gradual
recovery, many carriers were holding
onto their tractors longer than they
typically would in order to delay the
cost of upgrading their fleets. With
the economy seemingly stabilized,
carriers are now slowly upgrading
their fleets - but not expanding them.

"We are making quite a big tractor
purchase this year and are investing
in upgrading our fleet," Owens said.
"However, I think that's a bit of an
anomaly in the industry. I think a
lot of our competitors have been
holding onto their tractors, based
on their earnings calls and what
they're reporting."
"We're starting to see carriers
replenish their pool of tractors, but
very few carriers are really growing,"

Cervin said. "If their trade cycle had
been four or five years, they moved
it up to five or six years, but by doing
that, your maintenance costs go
up, so you may believe that you're
saving money, but you have to look
at the cost of maintaining that fleet
as well. I think we're seeing no new
net gain of tractors. It's just more of a
replenishment cycle."
Government regulations. The rules
governing drivers' hours of service set
by the Federal Motor Carrier Safety
Administration mandate that drivers
not drive more than 60 hours in a
seven-day period or 70 hours in an
eight-day period. A driver may restart
his seven- or eight-day period only
after taking at least 34 consecutive
hours off duty. Drivers also must take
at least one 30-minute rest break every
eight hours.
"Parking is a really big issue when
it comes to breaks," Owens said.
"Whenever a driver has to stop and
take a 30-minute break, as required
by law, it's very difficult to find
adequate tractor-trailer parking, and
by requiring that break, you've got
a whole lot of people trying to take
breaks throughout the day, and it leads
to more congestion. The infrastructure
just isn't prepared to provide the
necessary parking."
Carriers also are concerned about
complying with the electronic logging
device rule, which is set to go into
effect Dec. 18. The rule mandates that
carriers install ELDs, which synchronize
with vehicles' engines to automatically
record driving time, ensuring accurate
hours-of-service recording. Carriers
and drivers who are using paper logs
or logging software must transition
to ELDs no later than Dec. 18. Carriers
and drivers who use automatic onboard
recording devices must transition to
ELDs no later than Dec. 16, 2019.
"As we get into the third and fourth
quarter of 2017, there will probably be
some heartburn starting to happen
[over the ELD rule]," said Jerry Bell,
