carrier must maintain the first and
last document generated during the
regular course of business. Given the
diversity of the industry, FMCSA has
identified five categories of supporting
documents:
* Bills of lading, itineraries, schedules,
or equivalent documents that show the
starting and ending location for each trip;
* Dispatch records, trip records, or
equivalent documents;
* Expense receipts related to "on-duty/
not driving" periods (meals, lodging, fuel, etc.);
* Fleet management system communication records;
* Payroll records, settlement sheets, or
equivalent documents showing payment to a driver.
Drivers using paper RODS must also
keep toll receipts - which do not count
toward the eight-document cap.
All drivers and motor carriers,
regardless of logging method,
must begin complying with these
requirements December 18, 2017.

Myth: Having a working ELD is all a
driver needs to carry in the truck to
ensure compliance.
Truth: There are a few other documents
a driver must possess and produce
upon request to ensure compliance.
They are:
* A user manual describing how to use
the ELD;
* An instruction sheet describing the
data transfer method supported by the
ELD, including step-by-step instructions to produce and transfer the
driver's records to enforcement;
* An instruction sheet detailing the ELD
malfunctioning reporting requirements
and the recordkeeping procedures during ELD malfunctions; and
* At least an eight-day supply of blank
hours of service graph-grid logs
to be used in the event of an ELD
malfunction.
What's Next?
FMCSA and ATA continue to work
together on outreach for the ELD rule.
FMCSA's ELD Implementation National
Tour is currently going across the

country to help motor carriers and
drivers transition to ELDs.
During the tour's stops, participants
are able to obtain answers about
the ELD rule directly from FMCSA's
subject matter experts and also obtain
consumer-friendly resources and
materials. This summer it has stopped
in Iowa and Texas. September 25-27
the tour will be in Atlanta at the North
American Commercial Vehicle Show.
The tour will include stops in California,
Florida and Missouri in the fall.
FMCSA and the Commercial Vehicle
Safety Alliance (CVSA) have indicated
that a big push to train roadside
enforcement will start in late summer
or by early fall and are anticipating a
smooth roll-out. Motor carriers and
drivers need to ensure now that their
operations will be compliant for the
December deadline. ■
