Cornerstone - Winter 2017 - 8

* Environmental Streamlining
Reduce permitting time-currently
5.5 years to get permit.
* Worker Shortages
Fully fund and update Perkins CTE
Clarify that apprenticeship executive
order covers construction;
Pair construction workforce with
other initiatives;

* Prior Authorization
Eliminate prior authorization
requirement; Block funds from being
used to enforce requirement.
2. Worker Shortages
AGC Georgia and Colorado presented
their respective programs of how they are
addressing worker shortages.

Georgia is working with local education leaders and high school counselors, as well as using
aptitude apps to identify potential construction
candidates and establishing grassroots AGC
member sponsorships of local schools.
Colorado has a program called
Construction Careers Now, which consists
of a marketing and media campaign (including TV spots) to find candidates. There is
also a training program through a technical
college followed by a career fair. To date,
eight classes have resulted in 226 graduates.
3. Diversity and Inclusion
To accomplish these goals, leadership
must actively prioritize them, and the two
work hand in hand. Essentially, diversity
means counting people, while inclusion is
making people count. To be truly engaged,
the workforce must feel a sense of inclusion.
4. Engaging the Next Generation
The next generation will make a decision
to affiliate with versus joining an association;
and many of them are looking for sharing
economies instead of ownership situations.
They aren't necessarily looking to climb the
ladder to president; instead, they want to get
in, get the job done and get out.

5. Storm/Flood Impacts
While it's too early to discern the impact
on materials and labor, AGC Chief Economist
Ken Simonson believes there will be an
immediate demand for plywood, wallboard, laborers and trucks. He believes most
rebuilding will take years to get funding,
design and regulatory approvals. In addition,
he doesn't predict a big increase in construction spending. Instead, he sees a reallocation
of dollars already committed to construction.
We also heard from a variety of speakers, including political economist
Nicholas  N.  Eberstadt, EPA Administrator
Scott Pruitt, Alex Herrgott, Majority Deputy
Staff Director, United States Senate Committee
on Environment and Public Works, and popular
public speaker and presenter Anthony Huey.
The event was a fantastic opportunity
to hear from chapter leaders and discuss
potential solutions to the myriad of challenges that face our industry. The obstacles we face are multifaceted and perhaps
intimidating, but if we're all committed to
the betterment of our industry, there's no
challenge we can't conquer together. ■
