What's on the Horizon for the IAP?

In lockstep with ISTAT's exponential
growth and consistent evolution, the
ISTAT Appraisers' Program (IAP) is currently undergoing some major changes.
Established just a few months after ISTAT's
creation in 1983, the IAP has been a cornerstone of the society since its inception.
Teased somewhat during the IAP Update
at ISTAT EMEA in September 2017 and
fleshed out a bit further during the subsequent update at ISTAT Americas 2018,
the IAP recently announced several big
changes, and more are on the way.
To remain the commercial aircraft industry's leading appraiser program, the bigpicture goal is to further establish the
IAP as a key resource for the continued
development of current appraisers while
continuing to attract qualified candidates
to the program. In addition, the IAP seeks
to better educate ISTAT members on what
the IAP does and why appraiser education
is a crucial component to the lifeblood of
the society and the industry as a whole.
According to IAP Board of Governors
(IBG) Chair Bryson Monteleone, senior
external consultant, PwC | Aviation Finance
Advisory Services, "The IAP is vastly more
visible now than it was even a few years
ago, and that is a victory in and of itself. I
would go out on a limb and say that maybe
60 percent of ISTAT's members aren't that
familiar with what the IAP is - especially
outside of North America. But that's changing due to the inclusion of IAP updates at
ISTAT conferences before the Appraisers'
Panels and the monthly ISTAT UPdate emails
plus strong attendance at the well-received
Appraising 101 at ISTAT Americas, EMEA
and Asia."
Monteleone first entered the appraising profession in 1997, working for Morten
Beyer & Agnew (MBA), under the watchful

eye of one of ISTAT's founders, the late
Morten (Mort) Beyer.
"Mort was my mentor," Monteleone
recalled, "so I was quickly indoctrinated
into the IAP. In the 10 years I worked at
MBA, I saw his passion for the program.
Obviously, it was still in its infancy compared to where it is today, so it was always
interesting to watch how best he could
promote the program."
It's a fitting turn of events that
Monteleone now serves as the chair of the
IBG which oversees the program founded
by his first mentor in the industry, and it
helps explain why he's so passionate about
the program's continued evolution.
"I have always touted the fact that Mort
Beyer was my mentor, and I want to carry
the torch for him," Monteleone said. "And,
I believe this program has so much more to
offer than it does from its original state,
with, for example, providing access to

exams and continuing education outside of
the U.S. to our members. And I believe that
if we're going to remain the best appraiser
program in the world, we have to continue
to evolve. We have to be more accountable
to ourselves, to the program and to ISTAT."

Helping Hands
In January of this year The ISTAT Board
approved the hiring of the IAP's first executive director - Jeff Straebler - who
works full time for the IAP and reports
directly to the chair.
"I'm not an appraiser, but I have historically been a substantial user of appraisal
services," Straebler stated. "I have been
very active in my career in trying to understand valuations and how they're done.
When I found out more about the IAP and
especially its governance via the IBG, it
felt like something I wanted to be involved
with. At the time, I was on the "buy" side of
