Present and Future Solutions in Europe

If you take a quick look at almost any
surface combatant today, you'll begin to
understand the concept of "overcrowded
real estate." Ships - ranging in size from
offshore patrol vessels to aircraft carriers - have become increasingly dependent on the electromagnetic spectrum
for surveillance, communications, electronic warfare (EW), signals intelligence
(SIGINT), combat identification, fire
control and navigation functions. As a
result, the topside of a ship, especially
its mast, has become populated with
antennas - sometimes as many as 50.
These apertures compete for the best locations above deck, and trade-offs must
be made to minimize electromagnetic
interference (EMI) between them. Interoperability problems generally come
to light after the equipment is installed,
especially when multiple systems suppliers are involved. Moreover, the traditional sensor and antenna arrangements
significantly increase the time and cost
to build naval warships. Below deck,
these systems require significant space
and cabling.
In its simplest form, the design goal
of an integrated mast seeks to consolidate a ship's sensor and communications
systems, as well as its apertures, into a
single large topside structure. This reduces the amount of electronics hardware that is distributed below deck. It
also enables a purpose-built mast to potentially reduce the number of apertures
using advanced antenna technology.
Eventually, this consolidation strategy will evolve into true multi-function
electronic systems, which will further
reduce the number of boxes and racks,
as well as antennas.
The drive toward simpler topside designs has prompted significant research
and development (R&D) activities, especially in the US and Europe, into inte-

grated topside or distributed solutions,
leading to various development programs. These activities led respectively
to the US Navy's Integrated Topside
(InTop) program and Thales Nederland's
I-Mast program, as well as other less integrated solutions. This article will look
at developments in Europe where many
navies want an affordable integrated
mast solution incorporating a range of
radars, EO/IR sensors, identification
friend or foe (IFF), communications and
EW systems. Several European and US
electronic defense companies are serving this market, especially with new EW
solutions, which in the future, are expected to share the same antennas with
radars, further simplifying topside antenna requirements.

I-MAST
In December 2007, the Netherlands
Defence Materiel Organisation (DMO)
awarded Thales Nederland a €125 million
contract to develop, manufacture, outfit
and test an I-Mast 400 integrated sensor and communication suite for each of
the Royal Netherlands Navy's four new
3,000-ton displacement Holland-class
ocean-going patrol ships.
The I-Mast 400 structure features
from top-to-bottom, a Thales-provided
military dual-band capable (X/Ku) SHF
SATCOM, offering beyond-line-of-sight
communication at high data rates; a
non-rotating cylindrical array-based
IFF; a Sea Watcher 100 X-band active
phased array radar for naval surface surveillance; a Gatekeeper 360-degree panoramic IR/electro-optical surveillance
and alert system; an ICAS (integrated
communication antenna system), which
facilitates the use of standard VHF/
UHF communication equipment, including Link 16 integration; and the
non-rotating Sea Master 400 S-band

The I-Mast 400 is prepared for installation of communications electronic
support measures (CESM) and radar ESM
(RESM) systems, which may be provided
not only by Thales but also by other
suppliers. The Royal Netherlands Navy
(DMO), for instance, has procured in a
later stage (after delivery of the first
I-Mast 400) a CESM system provided by
Plath of Germany, which has been physically integrated and installed by Thales
Nederland. The CESM system hasn't been
identified, but JED understands that it
includes a customized version of the
DFA-2405 UHF/VHF direction finding
antenna. The CESM antenna is located in
the non-rotating IFF radome just below
the SHF SATCOM antenna while other
subsystems are located on the cabinet
deck within the I-Mast. All installed
