Richard Sore lle

Rich Sorelle is a Corporate Vice President of Exelis Inc. and President of the Electronic Systems division, which is headquartered in Clifton, NJ. With approximately 2,500 employees
serving customers in 60 countries, Exelis Electronic Systems provides advanced solutions
in the areas of integrated electronic warfare systems; satellite systems; C4 systems; and
reconnaissance, radar and acoustic systems. Sorelle joined the company 17 years ago,
working primarily in EW programs, such as the ALQ-214 RF Countermeasures Subsystem
(part of the F/A-18's IDECM suite) and the Advanced Integrated EW Suite for international
F-16 customers. JED spoke with Sorelle about the future of defense electronics - especially
the EW market - and the role Exelis wants to play in that market.

JED: One of the biggest issues facing the defense market right now is
the uncertainty in the DOD budget,
due to the sequester implemented
under the 2011 Budget Control Act.
In the defense electronics sector,
how does Exelis plan to emphasize
its strengths and navigate the market over the next few years?

RS: When talking to customers and

looking at the DOD's priorities, it's
clear EW remains an area of sustained demand, with a continued
emphasis by our key stakeholders
- both domestic and international
- even against this austere budget
backdrop. The military's predicted
shift to an anti-access/area-denial
(A2AD) environment will continue to
drive, in my opinion, the EW technologies to meet some of these emerging
requirements and warfighter requirements. Our strategy at Exelis is really
to address our customers' hard problem sets with our core competency of
RF signal processing.
When I look at some of the technologies that we're working on and
that we need to accelerate to meet
our customers' needs, I believe that
cognitive or adaptive capabilities
are extremely important. The realtime behavioral prediction, the system autonomy, and the integration
of EW into cyber have to come together. We are already evolving our
systems to do that. Distributed and
network-enabled systems is another
key area, as is real-time data fusion

to enhance our battlefield management capability. Systems need to be
proactive and preemptive for the
future battlefield. In other words,
we need to be able to detect and
locate low-probability-of-intercept
signals, and the systems we are designing have to be broadband and
ultra-wideband. It's important for
them to be modular and reconfigurable, both from a hardware and
software perspective. They must
have real-time adaptive configurability or reprogramming on-thefly, depending on what the EW ecosystem looks like. Now more than
ever, our customers need smart, affordable systems that can adapt to
their changing missions.

JED: The DOD is tailoring its force
structure around the Air-Sea Battle
concept. How is the emphasis on
long-range strike and carrier strike
and A2/AD threat environments influencing the technologies that Exelis ES is developing?

RS: We have to help our customers
maintain freedom of action around
the world, and we are working on
ways to provide command-and-control advantages. Collectively, we are
focused on PNT [positioning, navigation and timing] capabilities to enable operations in denied GPS environments. We're working on global
tactical communications and battlefield management through network
capabilities. As the combat theaters

shift towards the Asia-Pacific region,
maritime operations are becoming
more complex and more lethal. The
longer range and more sophisticated
manned and unmanned sensors and
antiship weapons are expected to
proliferate, further complicating our
defense planning efforts. So, industry really has to develop and deliver
multiple ship launched long-duration
EW solutions that are both active and
passive. These onboard EW systems
will enhance the battle group and
protect against current and future
maritime threats.

JED: Can you tell me more about
your smart response system? Is this
something that you developed for
threat-dense A2AD environments?

RS:

This capability plays into AirSea Battle across the board. To combat the dense radio frequency environment and the A2AD challenge,
our customers need solutions that
handle multiple operational domains
effectively and efficiently. The smart
response system is a mission-enabling sensor that performs multiple
functions and addresses more threats
than ever before possible. It contains
multiple stacked receivers, DRFMs,
exciters and high-power transmitters. Think about the capability of a
single EW system, and now imagine
putting anywhere between 20 and 50
EW systems in a package - that's the
approach that we have taken and we
have demonstrated.
