military equipment is often hardened against EMP, virtually
no civilian infrastructure has that protection, so the economic
damage would be devastating.

NNEMP weapons can generate their EMP energy with a lowinductance capacitor bank discharged into a single loop antenna, a microwave generator and an explosively pumped flux
compression generator. Wave shaping circuits or generators are
placed between the pulse source and the antenna to optimize
the frequency of the pulse for optimal coupling to the target.
NNEMP weapons can be payloads of bombs, cruise missiles or
drones. The
NNEMP payloads
called
E-Bombs.
