ast month, the US Navy released video of a ship-mounted high-energy
laser shooting down a UAV during a maritime demonstration. The DOD
followed this up by announcing that the Navy would deploy a highpower laser on one of its ships in the Persian Gulf next year. In October
2012, the DOD released video footage of a demonstration involving
a high-power electromagnetic (HPEM) weapon developed under the Counterelectronics High Power Microwave Advanced Missile Program (CHAMP). These
developments are among the latest in a long line of successes for directed energy
weapons programs as they begin to make the transition from the laboratory
into the battlespace. Some directed energy weapons have been in the field for
several years now. The US Marine Corps, for example, has issued a solicitation for
a new Optical Interruption System (see Monitor, p. 16) to replace its older “hail
and warning” optical dazzling laser systems that have been used in Iraq and
Afghanistan. What do these developments mean for the EW community, and more
importantly, are we ready to embrace directed energy within our community or
do treat directed energy as something that does not really belong in EW?
The question of whether or not directed energy belongs within EW was addressed by the DOD many years ago. It clearly places directed energy within EW
doctrine. Directed energy challenges EW professionals to expand their conventional understanding of what EW is. Fundamentally, directed energy involves
applying electromagnetic (EM) energy to effect military control in the EM environment. Its biggest impact is in the area of electronic attack. What EW professionals need to recognize is that our traditional concept of an “aperture” should
not be limited to an antenna or an IR sensor. An aperture can be an unshielded
piece of wire or a circuit. It can be human skin or an eyeball. When enough concentrated EM energy is applied to a target, lots of materials will conduct that
energy to something that is vulnerable.
Despite the many clear examples of why directed energy is part of the EW
discipline, the EW community has done very little to embrace it, advocate for it
and nurture it. In the US, directed energy has its own professional group, the
Directed Energy Professional Society (DEPS). Directed energy programs are typically separated from EW programs in the DOD budget. Even on Capitol Hill, there
is an EW Working Group and a Directed Energy Caucus. I do not mean to point
fingers, here. I’m simply asking why the EW community hasn’t tried to work
more closely with the budding directed energy community. The EW community
has spent years and countless hours discussing the relationship between EW and
cyber (more about that on page 48). But we (and I’ll include JED, here) have done
very little over the past decade to draw closer to the directed energy community
and include them in the broader EW community. Maybe we should change this as
we move forward. – John Knowles
