NAVY/AIR FORCE SEND MIXED
SIGNALS ON FY2015 EW/FOURTH-GEN
AIRCRAFT FUNDING

D aircraft, but the last active USMC F/A18 squadron is scheduled to transition
in 2029 and the current USMC F/A-18
reserve squadron will not receive its F35Bs until FY2030. Meanwhile, the Navy
says that the F-35C, together with F/A18E/F, and EA-18G aircraft will provide
the Navy with "complementary capabilities that enhance the versatility,
lethality and survivability of our air
wings." The Navy has, however, reduced
its planned F-35C procurement by 33 airframes across the Future Years Defense
Program (FYDP).
The FY2015 budget includes $1.0 billion in RDT&E funding to continue the
F-35 System Development and Demonstration (SDD) program and $2.4 billion
in aircraft procurement funding for
eight F-35 aircraft (six F-35B and two F35C). The F-35B is scheduled to achieve
Initial Operational Capability (IOC) between July and December of 2015 while
the F-35C is scheduled to achieve IOC between August 2018 and February 2019.
At the same time, the Navy plans to
maintain the capabilities and inventory
levels of its F/A-18 A-D fleet, "providing
capability enhancements to sustain its
lethality well into the next decade." According to the Navy, planned upgrades
include the Joint Helmet-Mounted
Cueing Systems (JHMCS), High Order
Language (HOL) Mission Computers,
AN/ALR-67(V)3 and AN/ALQ-214(V)5
EW systems, Multi-Function Information Distribution System (MIDS), AN/
APG-73 radar enhancements, Advanced
Targeting FLIR (ATFLIR) upgrades, and
LITENING targeting pods for select Marine Corps aircraft. The FY2015 budget
includes $250.3 million in procurement
funding to implement aircraft commonality programs, maintain relevant
capabilities, and ensure the structural
safety of the Navy/Marine Corps inventory of 618 F/A-18A-D Hornets of which
$55.7 million is for the Service Life Extension Program (SLEP).

The Navy also currently has 26
F/A-18E/F "Super Hornet" squadrons
with 513 total aircraft, and "deliveries
and squadron transitions continuing
through 2016." The Navy says the SuperHornet "uses an incremental approach
to incorporate new technologies and
capabilities."
The FY2015 budget also includes
$65.5 million of procurement funding
to deal with AV-8B obsolescence issues, as well as upgrades to its air-toair weaponry and LITENING targeting
pods. According to the Navy, "airframe
sustainment initiatives, capability upgrades, and obsolescence mitigation is
essential and must be funded to ensure
the AV-8B remains lethal and relevant."
An additional $25.4 million of FY2015
RDT&E funding is provided for the test
and evaluation of various platform improvements including the Joint Mission
Planning System (JMPS), and block upgrades to communication, navigation,
and countermeasures systems.

Airborne Electronic Attack
In terms of its Airborne Electronic
Attack (AEA) fleet, the Navy plans to
transfer all of its remaining ICAP III EA6B Prowler aircraft to the Marine Corps
in 2015 with final USMC retirement of
the platform scheduled for 2019. The
Marines then plan to continue to provide AEA capabilities to their Marine Air
Ground Task Forces (MAGTFs) through a
combination of networked, manned and
unmanned surface, air, and space assets. Resources available to the MAGTF
Commander will include the AN/ALQ231 "Intrepid Tiger II" communications
jammer carried on Marine Corps AV-8B
aircraft, UAS EW payloads, a Software
Reprogrammable Payload and an EW
Services Architecture.
The FY2015 budget request includes
$15.8 million in RDT&E for EW counter response; $7.8 million RDT&E for
MAGTF EW; $34.8 million in Aircraft

Senior representatives of the US
Navy and US Air Force recently gave
testimony to the House Armed Services
Committee (HASC) Tactical Air and Land
Forces Subcommittee on their Services'
FY2015 aviation procurement programs
and budgets. While both services gave
strong verbal support to the critical importance of EW, and of upgrading the EW
capabilities of their mainstay fourthgeneration aircraft fleets, in some cases, funding decisions indicate a far less
total commitment, clearly reflecting the
continuing difficulty of meeting anticipated future combat aviation capability
requirements, amidst major advanced
technology development and acquisition budget reductions.
Presenting the Department of the
Navy's plans were VADM Paul Grosklags,
principle military deputy, assistant secretary of the Navy (research, development and acquisition); Lt. Gen. Robert
Schmidle, deputy commandant for aviation; and RADM Michael Manazir, director, air warfare, OPNAV N98.
The Navy identified several central
"themes" guiding its future activities:
fifth-generation fighter/attack capability; persistent multi-role intelligence,
surveillance and reconnaissance; supporting capabilities, such as electronic
attack, maritime patrol and vertical
lift; robust strike weapons; and targeted
modernization of the force for relevance
and sustainability.
The themes are reflected in many of
the priority programs identified by the
service. For example, the Navy says it
plans to acquire the fifth-generation
F-35 "Lightning II" multirole aircraft,
while also maintaining sufficient total
numbers and modernizing the capabilities of its current tactical aircraft inventory. Ultimately, the F-35B is planned to
replace Marine Corps AV-8B and F/A-18A-
