UNMANNED AIRCRAFT TO SHARE
RESOURCES IN DENSE THREAT
ENVIRONMENTS
Last month, the Defense Advanced
Research Projects Agency (DARPA) conducted a proposers' day for its Collaborative Operations in Denied Environment
(CODE) program. DARPA expects future operational environments for unmanned aerial vehicles (UAVs) to be far
less permissive and characterized by a
higher level of threats, contested electromagnetic spectrum, and re-locatable
targets. To deal with this, the CODE program is intended to expand the mission
capabilities of existing UAVs by provid-

ing them with increased autonomy and
inter-platform collaboration. According
to DARPA, "Collaborative autonomy has
the potential to significantly increase
the capabilities of legacy assets as well
as to reduce the cost of future systems
by composing heterogeneous teams of
UAVs that can leverage the capabilities
of each asset without having to duplicate or integrate capabilities into a single platform."
Among the collaborative capabilities
that can come into play are: geo-locating targets with long-distance sensors
and guiding less-capable systems within their sensor range; providing multimodal sensors and diverse observation
angles to improve target identification; transmitting critical information
through the network; providing navigational aid to disadvantaged assets; and/
or protecting each other by overwhelming defenses and other stratagems.

DARPA has identified four critical
technology areas that will be the focus
of the program. They are: 1) Autonomy
at the Single Vehicle Level, including
autonomous management (both under
routine and abnormal conditions) of
platform subsystems, mission equipment, and flight trajectories; 2) HumanSystem Interface, enabling a single
mission commander to maintain situational awareness, dynamically define
mission objectives, constraints, and
operational context, monitor progress
and provide critical inputs as needed for
multiple platforms simultaneously; 3)
Team-Level Autonomy, including developing and maintaining a common representation of the environment (world
model) to enable the definition of a
collaborative action plan that leverages
the strength of each team member; and
4) Open Architecture, enabling tactically relevant collaboration between the

DARPA "SHIELD" TO DEAL WITH COUNTERFEIT ELECTRONICS

DARPA is soliciting innovative research proposals for
revolutionary advances in science, devices or systems that
will protect the integrity of supply chain hardware used
for defense electronics against counterfeiting. Specifically,
DARPA is looking to create extremely small electronic chips
hosting specific advanced capabilities for use in the authentication of the host electronic components to which
they are physically attached.
DARPA points out that the threat posed from counterfeiting is substantial, and spans the entire design process,
fabrication and distribution of a component. "While no
single supply chain solution can protect the entire range
of vulnerabilities, SHIELD will provide near-100 percent security assurance against the six most common counterfeit
modes currently being seen in the industry."
The six primary counterfeit modes are as follows: 1)
recycled components removed from used printed circuit
boards and sold as new; 2) unlicensed overproduction of
authorized components built by a foundry; 3) test rejects
and sub-standard component yield fallout sold as new,
high-quality parts; 4) parts remarked with falsely elevated
reliability grade or newer date of manufacture; 5) clones
and copies of original components, which may be of extremely low quality, or which may include altered or hidden
additional functionality; and 6) OEM components that are
covertly repackaged into new product form-factors and then
used in unauthorized applications.
In describing the SHIELD requirement, DARPA observes
that "it is critical that (military electronics) components
perform as expected and for their full specified lifetime.

The erosion in the securing and the control of industry
as well as government electronic component supply presents a growing threat to national security." To meet the
threat, DARPA calls for the wide adoption of supply chain
security assurance capability with a number of key characteristics such as: It must be: extremely low cost, with
minimal impact to the component manufacturer, distributor, or end-user, as well as to the host component itself;
effective at mitigating most supply chain security threats;
simple, very fast, and executable by untrained operators;
trustworthy, reliable, and prohibitively difficult to spoof;
executable at any place and at any time along the supply
chain, providing instant results on-site; performed using a
minimum of specialized, inexpensive interrogation equipment; standardized and widely adopted by government and
industry; manufacturable in high volume using standard
foundry processes; and be a value-add to the end-product,
recognized and requested by the component consumer.
The SHIELD concept will be executed in three distinct
technical areas, each with up to three phases: SHIELD OnBoard Technology; SHIELD Dielet Design & Integration; and
SHIELD Deployment. Multiple awards are anticipated.
Ultimately, DARPA believes it's likely that new industry hardware security standards will emerge as a result of
the solutions developed by the SHIELD performers. DARPA
expects to engage with the transition partners picking up
SHIELD solutions who will pursue establishing related standards for hardware assurance.
