DOD/SERVICES BRIEF SCIENCE & TECHNOLOGY BUDGET STRATEGIES TO HASC

During testimony before the House Armed Services Committee (HASC) subcommittee on Intelligence, Emerging Threats &
Capabilities, senior Department of Defense (DOD) and officials
from the three Services gave testimony on FY2015 Science and
Technology (S&T) budgets and programs: "Pursuing Technology Superiority in a Changing Security Environment."
As observed by Alan Shaffer, principal deputy, assistant secretary of defense for research & engineering, the US has relied
on the DOD to provide its forces with technological superiority for the better part of the post-World War II era, but "there
are now a number of converging factors challenging our ability
to maintain this technological superiority. Other nations are
developing advanced capabilities in areas such as cyber operations, advanced EW, strategic and tactical ballistic missiles,
contested space, networked integrated air defenses and a host
of other capabilities stressing the department's capability advantages." To deal with these challenges, Shaffer says the DOD
is re-vectoring its S&T efforts, "focusing our research on technology integration and in developing technologies into products at performance levels beyond those commercially available
or planned," such as higher-power/higher-frequency Travelling
Wave Tubes (TWTs), IR "super lattice" semiconductors and digital RF memory (DRFM)-based jammers, as well as the technology
to counter them. Shaffer observes that EW overall is becoming
an increasingly important and critical area paralleling the rapid
advancement of the enabling technologies underlying greater
frequency diversity and signal complexity.
Dr. David Walker, deputy assistant secretary of the Air
Force for science, technology and engineering, USAF Office of
Assistant Secretary for Acquisition, outlined the emphasis areas of the Air Forces's FY2015 S&T budget. Among these are Directed Energy technology, including High Powered Microwave
(HPM) and High Energy Lasers. "Our HPM S&T will complement
kinetic weapons to engage multiple targets, neutralizing communication systems, computers, command and control
nodes, and other electronics, with low collateral damage for counter-anti-access/area denial in future combat situations." In particular, Walker noted that lasers
are rapidly evolving for both IR countermeasures, as
well as for providing secure communications in congested and jammed spectrum environments.
RADM Matthew Klunder, USN, chief of naval research, noted that one of the Navy's major S&T focus
areas is on "developing hardware and software to support electromagnetic spectrum dominance for the
Navy and Marine Corps in both the near and far term."
In particular, the Navy is developing EW, information

operations, radar, satellite and line-of-sight communications
leveraging open architecture designs and modular systems, including enhanced submarine Satellite Communications (SATCOM) and work being done for the Surface Electronic Warfare
Improvement Program (SEWIP). Among the EW-related focus
areas, the "Integrated Topside" (InTop) program is developing
multi-beam, multi-function ultra-wideband apertures and radio frequency (RF) equipment for all ship classes. Other EW
investment areas include improved threat awareness of, and
reduced vulnerability to, anti-ship cruise missiles through organic electronic support measures (ESM) sensors and radar and
a new shipboard human-machine interface (HMI).
As Mary Miller, deputy assistant secretary of the Army for
research and technology, observed during her testimony, the
Army is in the midst of a significant force structure reduction taking that service to pre-World War II manning levels.
To meet this challenge, Miller says the Army plans to "rely on
increased agility, flexibility and the ability to deploy quickly,
while remaining technologically advanced." Among its S&T emphasis areas, the Army will continue to focus on its C3I portfolio with "sustained efforts in sensors, communications, EW
and information adaptable in dynamic, congested and austere
(disconnected, intermittent and limited) environments to support battlefield operations and non-kinetic warfare," as well
as to "invest in EW vulnerability analysis to develop detection
and characterization techniques, tactics and technologies to
mitigate the effects of contested environments on Army C4ISR
systems." In particular, the Army plans to place additional emphasis on assured position, navigation and timing technologies to ensure operation of Global Positioning Systems (GPS) in
challenged/degraded electromagnetic environments.
Dr. Arati Prabhakar, director, Defense Advanced Research
Projects Agency (DARPA), says her agency's approach to S&T
investment centers around "rethinking complex military systems." According to Prabakar, EW and electromagnetic spectrum dominance will play a major role in this rethinking effort.
"The next war may be won by the nation that controls the electromagnetic spectrum over the full range of wavelengths - a
degree of control that can ensure dominance in communications and in the important linked domains of timing, location
and navigation." Among its specific efforts, Prabhakar points
to DARPA's "Spectrum Challenge," a national competition to
develop advanced RF technology capable of communicating in
congested and contested electromagnetic environments without direct coordination or spectrum preplanning."We expect
to see a massive increase in innovation when the teams
return for the final part of the challenge."- J. Haystead a
