REVISED PLAN FOR AFSOC RF COUNTERMEASURES PROGRAM

US ARMY CONTINUES DEVELOPMENT
OF VEHICLE PROTECTION SYSTEM FOR
GROUND VEHICLES
The US Army is working to provide
its ground vehicles with a situational
awareness and active protection capability to identify, track, classify,
and negate ground-based, direct-fire
threats. Intended for a wide variety of
vehicles, the Army envisions the Modular Active Protection System (MAPS)
will incorporate a modular controller
designed around a Modular Open System
Architecture (MOSA). The associated
sensors and countermeasures will be
compatible with the controller, allowing
different sensor and countermeasure so-

represents a change from the original plan to select one contractor at
the beginning of EMD. That plan was
considered too risky and did not adequately promote competition in the
program. In order to mitigate technical risk, AFSOC is seeking critical
technology elements (CTEs) at Technology Readiness Level 7 or higher.
The new RFCM acquisition strategy
has been approved by the US Special
Operations Command Acquisition Executive. The plan calls for AFSOC to
award two cost-plus fixed-fee system design contracts, as well as one
follow-on cost-plus incentive-fee contract for integration and test.

In terms of schedule, RFCM program officials plan to release a final
request for proposals on August 8.
Proposals will be due on October 1,
with two contract awards announced
in April 2015. The goal is to achieve
initial operational capability on the
MC-130J in late 2018.
The RFCM program represents one
of the most significant competitive
opportunities in the US EW market
over the near-term. Legacy EW systems on the current AC-130 and MC130 fleets include the ALQ-172 from
Exelis and the ALQ-196 from BAE Systems. Northrop Grumman and Raytheon are also expected to bid for the

Air Force Special Operations Command (AFSOC) has announced a new
acquisition strategy for a program
that will develop and field a new RF
countermeasures (RFCM) system on its
new AC-130J Ghostrider gunships and
MC-130J Commando II aircraft.
AFSOC will begin fielding 32 AC130Js in 2017 to replace its ageing
fleet of AC-130H/U/W gunships. The
first of 37 new MC-130Js, which conduct ground unit infiltration/exfiltration missions, as well as aerial
refueling for AFSOC aircraft, was delivered in 2011. Both aircraft will carry the AAQ-24 LAIRCM system and IR
decoys. The RFCM program will replace
legacy RF self-protection systems,
such as the ALQ-172, with a more advanced radar jammer.
The new RFCM acquisition plan,
which was announced last month at
an industry day meeting, seeks to
take two RFCM contractors through
the Critical Design Review stage at
the end of the System Design Phase
of the Engineering and Manufacturing
Development (EMD) program. AFSOC
will make a final downselection to one
contractor after a hardware-in-theloop demonstration ("fly-off") and

lutions to be deployed on present and
future vehicles.
Earlier this year, the Army released
RFIs for the MAPS Hard Kill Counter Measure (HKCM) system and for the design,
development and testing of the MAPS
controller and Modular Open Systems
Architecture (MOSA) for the system.
And in May of last year, the Army's Tank
Automotive Research, Development and
Engineering Center (TARDEC) Ground
System Survivability (GSS) group issued an RFI for an Electronic Warfare
Countermeasure (EWCM) system capable
of protecting its ground vehicles from
Anti-Tank Guided Missiles (ATGM). Now,
the US Army Research, Development and

Engineering Command (RDECOM) (Aberdeen Proving Ground, MD) has released
two new RFIs intended to determine the
level of technology available for an active protection tracking sensor and a
cueing sensor to be used with MAPS.
The tracking sensor will detect,
track, and/or classify ground-based,
direct-fire threats. Providing 360 degrees azimuth coverage, it will be able
to operate independently or in conjunction with another sensor's cue (e.g.,
EO/IR, RF or acoustic). The function
of the cueing sensor is to alert the vehicle crew and/or its active protection
system to the launch of an RPG, ATGM,
tank fire or recoilless rifle, and provide
