US NAVY SOLICITS PROPOSALS FOR DEVELOPMENT OF SHIPBOARD EO/IR COUNTERMEASURES SYSTEM

The Naval Research Laboratory
(NRL) has issued a solicitation for
development of a shipboard electrooptic/infrared countermeasures system that will detect and defeat a wide
range of threats, including anti-ship
missiles, fast-attack craft and UAVs.
The solicitation is part of an Office
of Naval Research (ONR) Future Naval
Capabilities program known as the Combined EO/IR Surveillance and Response
System (CESARS), which is slated to
begin in FY2016. CESARS will comprise
two subsystems: the Shipboard Panoramic EO/IR Cueing and Surveillance
System (SPECSS) will provide situational awareness, detect threats and cue the
Multispectral EO/IR Countermeasures
for Advanced Threats (MEIRCAT), which
will defeat the threat with laser energy.
The recently issued solicitation is for development of the MEIRCAT subsystem.
According to a CESARS RFI issued
by ONR in May, the SPECSS will "perform wide-field-of-view target detection and tracking, with subsequent
cueing of MEIRCAT high-resolution
sensors." The SPECSS subsystems will
include a camera and a processor.
The MIERCAT will provide "target reacquisition, tracking, classification/
identification, 3-D ranging, threat
assessment, CM [countermeasures]
execution and CM effectiveness monitoring (CMEM). Multi-band capability
against multiple targets in a single
engagement is required for MEIRCAT."
NRL's
MEIRCAT
solicitation
(N00173-15-R-SE04) calls for the de-

individual subsystems (Products 1
and 2) or the processing/beam control/optics and MEIRCAT subsystem
integration work (Product 3) separately. This strategy means that NRL may
award multiple MEIRCAT contracts.
MEIRCAT development is scheduled to
run through FY2020. The end goal is
to develop a MEIRCAT subsystem that
achieves Technology Readiness Level
(TRL) 6.
With regard to the overall CESARS
program, NRL will perform integration
of the SPECSS situational awareness
subsystem and the MEIRCAT countermeasures subsystem to form a complete CESARS for demonstration.

(SASC) report on the FY2016 National
Defense Authorization Act strongly endorsed investment in both near-term EW
system procurement and longer-range
technology development. For example,
the SASC went even beyond the House

(SHIELDS) demonstration program in
the 2000s, and a closed-loop SHIELDS
demonstrator was developed under a
contract to Lockheed Martin. As the
Navy's Surface EW Improvement Program (SEWIP) progresses, with an RF
electronic attack subsystem (Block
3) now in development, the Navy expected to tackle EO/IR threats during Block 4. CESARS should provide
much of the technology risk reduction
needed for this effort.

Committee (HASC) in endorsing the
importance of the Air Force's EC-130H
"Compass Call" program. The HASC had
recommended restoring $28.7 million
cut from the program citing the "unique
electronic warfare capabilities provided
