ver the past few years, I have noticed several EW procurements that
have focused on passive countermeasures. The Royal Navy and the US
Navy have bought new inflatable corner reflector decoys to protect
their ships. In addition, several countries are buying chaff for airborne
applications. Why the interest in passive solutions? Mostly, these EW
solutions are being procured to counter threats that use millimeter wave (mmW)
seekers.
It seems incredible that experienced EW users are reverting to corner reflectors
and chaff to counter threat anti-ship missiles and air-to-air missiles. But in the
lower mmW region, the threat has, once again, surged ahead of EW capabilities.
The preferred solution is to field mmW jammers that can more effectively counter
mmW seekers. However, these are not widely fielded capabilities in today's EW
systems because the component technology is still maturing.
To be fair, the Service labs are working on active countermeasures technology
that addresses the current slate of mmW threats. The Office of Naval Research, for
example, has been developing a solid-state power amplifiers and multiport power
combiners in its Countermeasures against MilliMeter Wave guidance (CMMMW) effort. These and other mmW technology programs should help to close the gap on
today's threats.
The major challenge on the horizon is the reactive mindset we employ against
these threat trends and the potentially rapid growth of the commercial mmW technology market. According to a recent mmW market forecast from MM published
in June, the mmW technology market is expected to grow from $208.1 million in
2014 to $1.68 billion in 2020. Most of this growth is expected in the commercial
sector, as new telecommunications applications develop. But this large commercial
technology base provides a resource for innovative and cheap mmW technology to
be spun off or leveraged for military applications. Insurgents can leverage mmW
automotive anti-collision radar technology for smart RCIEDs, for example. Military forces will have more affordable mmW technology at their disposal for use in
threat seekers and datalinks.
It is easy to discount the challenge posed by this market trend because the specific mmW threats have yet to materialize. This, however, is nothing but a failure
of imagination - something that adversaries do not seem to lack. We know from
past experience that the EW solution will require wideband sensors and active
countermeasures in areas where we have very few viable EW solutions available
today. What is the cost of addressing this trend now with R&D programs versus the
cost of waiting to address the problem later when the mmW technology reaches
the battlefield? Perhaps should we simply invest in more chaff and corner reflectors. - J. Knowles
