HIGHLIGHTS FROM THE HAC’S FY2014
DEFENSE APPROPRIATIONS BILL
Last month, the House Committee on Appropriations issued
its final report on the FY2014 Defense Appropriations Bill. Here
are some other highlights of interest to the EW community:

Army
Reduces the $142 million budgeted for the Enhanced Medium Altitude Reconnaissance and Surveillance System
(EMARSS) to $84.7 million. The request included the purchase
of four low-rate initial production units. However, the report
cites changes in the division of roles and missions for the
intelligence gathering capability on the C-12 platform – specifically that the Army will maintain intelligence gathering
rather than turning it over to the Air Force – as the cause of a
one-year schedule slip and reduces the funding by $57 million.

Navy

Overall, the bill recommends $1.87 billion for the procurement of 21 EA-18G Growler electronic attack aircraft, which decreases the president’s request by $131 million. The reduction
covers excess advance procurement from FY2013 along with
some funding carryovers and reductions from increased foreign
military sales. In addition, the committee noted that while it’s
encouraged by the addition of the EA-18G to the FY2014 request,
citing the need for airborne electronic attack (AEA) assets in
the DOD. However, the committee did note concern about the
Marine Corps EA capabilities following retirement of the EA-6B
Prowler and suggested the possibility of using unmanned aerial vehicles (UAVs) to fill the gap. The Secretary of the Navy is
tasked with studying the use of unmanned systems for organic
AEA to augment the Marine Corps current mission with a report
due 90 days after passage of the budget.
The committee recommended $157.9 million is for continued development of the Next Gen Jammer, decreasing the
request by more than $99 million, most of which is program execution savings from reducing the scope of the
Technology Development phase down to one company
instead of two. (See story in Monitor, page 15.)
The Surface Electronic Warfare Improvement Program (SEWIP) saw a reduction of $73.4 million, mostly
attributed to Block 2 ship system cost growth and
Block 3 program delays.

Air Force
The committee directs the Air Force to execute
funds previously appropriated for the procurement of
three additional Block 30 Global Hawk aircraft, sensors and equipment. Cit-

ing Air Force reporting that the adoption of U-2 sensors to
the Global Hawk is feasible and less costly than improvement
of current Block 30 sensors to parity with the U-2, the budget
includes $50 million for the integration, test and demonstration of U-2 sensors on a the Block 30 aircraft. An execution
plan for the funds is due within 90 days of budget passage. – E.

SENATE ARMED SERVICES COMMITTEE REPORTS
FY2014 NDAA BILL
On the other side of the Capitol, the Senate Armed Services
Committee (SASC) proposed its version (S. 1197) of the FY2014
National Defense Authorization Act to the full Senate. In the
accompanying committee report (Report 113-44), the SASC addresses a number of interest areas related to electronic warfare (EW), signals intelligence (SIGINT), directed energy, and
electromagnetic spectrum (EMS) policy. Some of the highlights
include:

SIGINT
The Committee urges the Navy to upgrade the 12 EP-3E Aries
II SIGINT aircraft to the Spiral 3 configuration and to maintain
sufficient numbers of EP-3s and Special Project Aircraft version
P909 to meet the operational needs of US Pacific Command
until the Navy’s Triton unmanned aircraft fitted with SIGINT
payloads reach initial operational capability. The Navy plans
to field a total of 60 Triton UAVs, which will be equipped with
SIGINT payloads.

National Spectrum Strategy
The SASC recommends “a national security spectrum strategy
to be performed at least once every five years. The strategy is
to provide near-term (five years), midterm (10 years), and longterm (30 years) assessments of the need for national security
spectrum.” The Office of the Secretary of Defense is currently
in the final stages of issuing a spectrum strategy for the DOD.

Directed Energy
The Committee also expresses its concern over high-energy
laser development. It noted that DOD interest has mostly focused on “high-average-power continuous wave lasers, which
have the goal of delivering sufficient thermal energy to damage or destroy targets.” It notes that “insufficient attention
is being given to ultra-shortpulse very-high-peak-power lasers
that can produce unique nonthermal effects on materials,
components, and systems – effects that cannot be produced
by deposition of thermal energy.” The Committee directs
DARPA to begin considering research into ultra-shortpulse
