narrow-band systems. By minimizing
transmitted power spectral density, the
waveform will mitigate signal fratricide
while assuring communications in congested RF environments."
The proposed studies will focus on
two technical thrust areas executed
concurrently over an 18-month period:
1) investigation of system architectures,
channel propagation effects, spectrum
regulation, and signal processing techniques culminating in a demonstration
using commercial components and 2) the
development of photonic receiver technologies and subsystems with a path
towards a hand-held-radio size, weight
and power (SWAP) envelope. Specifically
excluded is research that "primarily results in evolutionary improvements to
the existing practice."
The requirements and objectives of
Technical Area I include: providing communication over more than 1 octave
without interfering with government,
commercial and shared-use frequency
bands; defining a system architecture
with a path toward meeting the SWAP
constraints of a handheld radio. Other

features of interest are simultaneous
transmit and receive architectures,
techniques to null sensitive RF bands at
the transmitter and multi-user communication through code-division multiplexing. Study areas should also include
the frequency-dependent effects of distortion, fading, absorption, dispersion
and Doppler shifts; as well as operation
in benign, urban and hostile environments. Mitigation methods and channel
coding should be proposed, simulated
and benchmarked.
Because, "analysis shows that for
real-time synchronization at the instantaneous bandwidths considered
herein, time-domain correlation results
in prohibitively complex hardware design with significant penalty in size,
weight, power and cost," approaches
proposing time-domain implementation
are discouraged.
Technical Area 1 work will culminate with an over-the-air demonstration of a breadboard transmitter and
receiver system including demonstrating as many of the following capabilities as possible: simulated, congested RF

environment; operation through a jamming event using coding gain; operation
through a jamming event using a static
or dynamic filter and coding gain; and
real-time processing at the receiver.
While Technical Area 1 will focus on
conventional RF and digital solutions,
Technical Area 2 will demonstrate photonic-enabled solutions. It is intended
to develop and deliver photonic-enabled
wideband receivers for future scaling
of link technologies with three critical
features: overall reduction of system
SWAP with a path to handheld radios;
scaling to long, direct-sequence, spreadspectrum codes with more than 40 dB
of coding gain; and development of integrated filters and active cancellation
techniques to remove strong interferers with minimal impact to the wideband signal. Participants from Technical
Area 1 will also be required to test the
photonic enabled subsystems delivered
through Technical Area 2.
