HOUSE PASSES FY2015 DEFENSE SPENDING BILL
The House of Representatives passed its version of the
FY2015 defense spending bill in June. In its report on the bill,
the House Appropriations Committee (HAC) made it clear that
it considers electronic warfare (EW) a critical element of US
military force structure and strategy. The HAC fully funded or
increased nearly all of the DOD's FY2015 EW-related program requests, and those EW-related programs that did receive reductions were due to largely administrative/scheduling reasons.

In total the HAC recommended $91.2 billion in procurement
funding for FY2015. The Navy received the largest share of this
funding at $38.9 billion, an increase of $478.8 million over the
President's budget request. In particular, referencing recent
Navy studies showing that EA-18G "Growler" electronic attack
aircraft capabilities are enhanced with the addition of two
aircraft per carrier-based squadron, the HAC increased procurement funding for the platform by $975 million (total $1.1
billion) providing 12 aircraft above the President's request.
Airborne Electronic Attack (AEA) funding was increased by
$10 million (totaling $44.8 million) for "low band transmitter upgrades"; Marine Corps MAGTF EW Aviation funding was
fully-funded at $14.8 million; Common ECM Equipment was cut
by $11.2 million (to $144.4 million) due to "testing, ALQ-214
install equipment cost growth, and other support growth"; and
$5.3 million was cut from AGM-88 HARM Modifications (leaving $106.5 million) due to "AUR [All Up Rounds] kit cost growth
and tooling and test equipment growth."
In surface Navy EW, the HAC cut $19.6 million from the AN/
SLQ-32 program (bringing it to $195 million), citing "[SEWIP]
Block 3T installation funding ahead of need, Block 2 electronic
support system cost growth and support funding carryover."
The HAC fully-funded the Army's $14.2 million requested for
Guardrail modifications, as well as the $131.9M requested
for Multi-Sensor ABN RECON. It also approved $55.9 million for 11 new PROPHET tactical SIGINT systems.
Although the Army's Common Missile Warning System (CMWS) line item was ostensibly cut by $47 million,
$32.6 million of this amount was transferred to the Aircraft Survivability Equipment (ASE) program element,
bringing that funding to $99.1 million, and an additional $7.8 million was transferred to Survivability/Countermeasures. The remaining cuts were cited as "excess
to need." Similarly, citing "funding ahead of need," the
HAC cut $46.4 million from the Army's Aerial Common
Sensor (ACS) budget request, leaving the program with
$138.7 million.

The HAC fully funded the Air Force's request for $57.8 million for Compass Call modifications; $13.2 million for the Large
Aircraft IR Countermeasures (LAIRCM) program; and $11.5 million for C3 countermeasures (C3CM).

RDT&E
The HAC reduced total Navy RDT&E funding by $388.6 million to $15.9 billion, but approved $1.6 billion for continued
development of the F-35 "Lightning" Joint Strike Fighter
(JSF) aircraft.
The HAC approved $5.7 million for Tactical Air Directional
IR Countermeasures; $4 million was cut from ASE Self Protection Optimization (leaving a total of $4 million) due to
"program growth." $15.2 million was approved for the Joint
Counter Radio Controlled IED EW (JCREW) program. In the
Navy's Engineering Manufacturing Development (EMD) area,
$18.7 million was approved for the EA-18G; $28.7 million for
EW Development; $230.7 million for continued development of
the Next Generation Jammer (a decrease of $16 million below
the President's request due to "program execution"); and $7.8
million for MAGTF EW.
Total Army RDT&E funding was increased by $126 million
to $6.7 billion with the requested $18.5 million for EW Applied
Research, $70 million for EW Advanced Technology Development (ATD) and $15 million for EMD all fully funded. The $145.4
million requested for Common IR Countermeasures (CIRCM)
EMD and $17.8 million for Aerial Common Sensor EMD were also
both fully funded.
Overall, the HAC reduced total Air Force RDT&E funding
$301 million to $23.4 billion, but it approved $12.9 million
for basic high energy laser research; $126 million for applied
directed energy research; and $37.5 million for applied high
energy laser research. ATD spending of $47.6 million for Electronic Combat Technology was also approved.
In EMD funding $2 million was approved for EW Development; $30.7 million for AEA (of which $25 million is for an
AEA Analysis of Alternatives study, including $5 million for
the Non-Kinetic Counter-Electronics AOA study); and $98.8
million for the B-2 Defensive Management System Modernization (DMS-M) program.
Approved Operational Systems Development funding requests included $68.9 million for the F-15 Eagle Passive/Active Warning Survivability System (EPAWSS); $14.4 million
for Compass Call; $180.8 million for AWACS; $106.8 million for
Airborne SIGINT Enterprise; and $5.2 million for LAIRCM.
