his month's JED features an article titled, "Maneuver Warfare in the
Electromagnetic Battlespace," from three colleagues who teach at the
Naval Postgraduate School. It is a timely article, which I am confident will add an important facet to the US Navy's vigorous discussion about Electromagnetic Maneuver Warfare (EMW). However, I also
think the article addresses something much larger than the present EMW discussion. It reflects some of the new ways that we must think about EW and its role
in the Electromagnetic (EM) domain.
For most of its history, EW has been treated as something "special," an activity that was never very well integrated into military operations, because perhaps
we did not need a high degree of integration. In our past, EW operators held special knowledge and were often organized into special units. From an equipment
standpoint, military leaders tended to turn EW funding on and off, depending on
whether or not we were at war (or near to war, in the case of the Cold War). We
relied on weak organizing principles for how we would use, manage and control
the electromagnetic domain. We tended to organize EM activities based on equipment (materiel), and we trained personnel accordingly as radio operators, radar
operators and EW operators. As these radios, radars and EW systems became more
automated, the need for dedicated equipment operators diminished, as did our
concept of tactical maneuver in the EM Spectrum (EMS). After all, it was primarily the machines that were doing most of the maneuvering in the EMS (the measures and countermeasures game we know so well), instead of operators twisting
knobs and turning dials. For the EW community, from about 1990-2005, this was
not unlike the Dark Ages. As the equipment operators began to fade away, lots
of EMS knowledge, understanding, and awareness were seemingly lost, and the
operational trajectory of EM maneuver changed for the worse.
Today, however, EW is undergoing a renaissance. Threat technology is becoming more diverse and now includes commercial devices. Our military and commercial use of the EMS makes for a very congested and well-contested EM maneuver
space. These trends are driving up the tempo of maneuver in the EMS, as we
develop radars, radios and EW systems that are increasingly faster and smarter
(thanks in part to Moore's Law), and more powerful (thanks in part to AESA and
GaN technologies).
While many of today's EMS challenges are driven by the relentless pace of
technology development, the solutions we require are mostly on the human side
- organization, leadership, education, doctrine and policy, etc. It is in these
areas where the old model for managing EW and EMS operations is no longer viable. At the most fundamental level, these changes will drive us to integrate EM
maneuver principles into our military forces at all levels and in ways that are far
deeper and more significant than merely installing new radars, radios and EW
systems on our weapons platforms. One thing I know for certain is that our EW
community will be an important part of how these solutions evolve. - J. Knowles
