US ARMY RAPID EQUIPPING FORCE
TO ASSESS SOLUTIONS FOR VEHICLEMOUNTED TACTICAL EW SYSTEM

Thesystem is envisioned as a multichannel transceiver with an appropriate user
interface (i.e., ruggedized laptop computer and/or personal digital assistant)
and applicable amplifiers and antennas.
"It should have fast and broad scanning
capabilities so the operator can rapidly
see and analyze RF activity across wide
portions of the spectrum as desired."
The entire system should weigh less
than 1,000 lb. and require no more than
5,000 Watts of electrical power. "The use
of high-gain and/or directional antennas is expected/encouraged to increase
power on targets of interest and minimize RF effects on Blue Force communications systems."
Selected US vendors will be invited to
demonstrate their technology at an assessment event in the spring of 2018 in
Arizona. Vendors will be asked to find/
detect, analyze and defeat multiple signals across a wide area in compressed
timelines. Following the assessment,

there is potential that a system may be
solicited for rapid (6-12 months) software
development, integration and testing on

USAF SEEKS INFORMATION ON
COMBINABLE HIGH-ENERGY
FIBER LASERS
The Air Force Research Laboratory
Directed Energy Directorate (AFRL/RD)
has released a request for information
(RFI) for the High Energy Combinable
Fiber Laser Advanced Research Effort
(FLARE). Part of the Directorate's Fiber Laser and Beam Combining (FLBC)
Program, FLARE program officials are
seeking information on high-power fiber lasers/amplifiers for multiple beam
combining architectures including tiled
and filled arrays for insertion into laser

THREAT MONITOR
A video released by Syria's Ministry of Defence earlier this
year showed Pantsir (SA-22 "Greyhound") and man-portable
Igla-S (SA-24 "Grinch") anti-aircraft systems in Syrian service.
Both systems were seen being handled by Syrian personnel.
When Russia first marketed the Igla-S to the Middle East,
it addressed Western concerns that launchers could fall into
the hands of irregular forces or terrorists by stating that that
the system on offer was a vehicle-mounted variant whose
missiles incorporated changes to their logic circuits and
software to make them useable only from vehicle-mounted
dual-rail launchers. This vehicle-mounted version was sold to
Syria and Libya. However, the new video shows the missile
tube mated with the gripstock used for shoulder launch. Given that a civil war is under way in Syria, there is a risk that
some of these man-portable Igla-S systems could fall into the
hands of the rebel forces, Hezbollah, or Iranian combat units
taking part in the conflict.
The Pantsir vehicle seen on the Syrian video has a surveillance radar incorporating a new dual-face phased-array

MAKS-2013 exhibition near Moscow. The fire-control radar,
missiles and twin 2A38M 30-mm cannons are unchanged
from those mounted on earlier vehicles.
Russia's Azovskii Optiko-Mekhanicheskii Zavod (Azov
Optical and Mechanical Plant) has successfully completed
state tests of its new Karfagen-760 (Carthage-760) seeker for
the K-74M (izdeliye 750) short-range air-to-air missile. Due to
arm the new Sukhoi T-50 PAK-FA fighter, this missile (which
as the export designation RVV-MD) finished state acceptance tests in October 2012, and was ordered into production
in June 2013.
A follow-on to the R-73 (AA-11 'Archer'), the missile is
being built in two versions. The R-74MK is fitted with a radar
proximity fuze, while the R-74ML uses a laser fuze. The R-73
used a Mayak infrared seeker manufactured by the Arsenal
company in Kiev, and the R-74 currently uses the dual-band
Impuls imaging IR seeker made by the same company. However Arsenal is based in what is now Ukraine, so Moscow's
policy of 'Russianisation' - the replacement of hardware
manufactured by companies in now-independent republics
of the former Soviet Union - required the development of a
replacement for the Impuls. - D. Richardson

US Army Contracting Command
(MICC) has issued a request for information (RFI) on behalf of the Army Rapid
Equipping Force (REF) for technology
readiness level six (TRL 6) products potentially suitable for a vehicle-mounted,
ruggedized, tactical EW system that
"operates across many Radio Frequency
(RF) bands where potential adversaries
operate in the Electromagnetic Spectrum (EMS)." TRL 6 is defined as representative model or prototype system
tested in a relevant environment.
According to the RFI, the system
should be capable of "rapidly presenting
a codified picture of the EMS to Army
EW personnel in tactical situations and
to detect, identify, locate (i.e., DF/geolocate), attack/disrupt relevant communications networks and other tactical
RF targets and/or links on command."
