performance in challenging environments." The Contested Environment
Radio Frequency Exploitation and Research (CERFER) program seeks to address "problems of concurrent detection,
tracking, imaging, and classification/
identification of targets within contested and challenging environments
with single and distributed sensing architectures," according to a statement
of objectives that was released as part
of a Broad Agency Announcement (BAA)
last month.
The goal of the CERFER program is
to improve the effectiveness of sensing
platforms in contested areas. "In the
case of active sensing, contested areas
can contain competing signals that can
disrupt and degrade sensing activities,"
according to the BAA. However, these
types of environments also provide opportunities for passive sensing (via passive surveillance radar) to exploit the
"native" signals in these contested areas.
Under the CERFER effort, AFRL will
pursue research to exploit active and
passive signals in a single or distributed
architecture. "Methods for measurements and validation will also be needed to verify any improvement. Modeling
will also be used in these efforts," according to the BAA.
The CERFER effort will focus on several research areas, including distributed active (cooperative) and passive
(non-cooperative) sensing architectures. This will include airborne and
surface moving target indication. "The
active component of this task primarily addresses multiple-input multipleoutput (MIMO) approaches. The passive
component primarily uses signals-ofopportunity to include (but are not limited to) radar transmitters, commercial
broadcast signals, GPS and other navigation waveforms, cellular transmissions,
WiMax, and related signal classes," the
BAA states. Other research areas include
synthetic aperture radar, fully adaptive
radar (i.e., cognitive radar), software
development for hardware integration,
advanced RF exploitation theory and algorithm development, and development
of models.
AFRL expects the CERFER program to
run for 7 years with an estimated budget
of $46 million through FY2018. The solic-

The US Army Program Executive
Officer (PEO) Intelligence & Electronic Warfare & Surveillance (IEW&S),
Program Manager (PM) Electronic
Warfare (EW), PdM (CREW) has released a request for information (RFI)
for research, development, testing and
evaluation (RDT&E) of new capabilities
against Remote Controlled Improvised
Explosive Device (RCIED) threats. The
RFI for the "Mounted Counter Radio
Controlled Improvised Explosive Device
Electronics Warfare (CREW)" system follows on the heels of the CREW work currently being done through the Army's
Duke Technology Insertion (DTI) effort.
The Mounted CREW effort will include
integration of the Duke system with
other EW systems (e.g, direction finding, HMS radios, JTRS, TACSAT 117G/F,
etc.). Any capability and demonstration
must be available for assessment no later than January 15, 2014. The contract
performance period is projected to be
five years. The solicitation number is:

Air Force Materiel Command (Eglin AFB, Florida) has issued a RFI for
the Reprogrammable Electronic Warfare Mission Data Sustaining Engineering Support (REWMD/SES) program, as
part of development of an acquisition
strategy for the follow-on to the current REWMD/SES contract. The RFI calls
for system engineering support for recurring and non-recurring engineering
tasks in support of operational test requirements for the B-1 and B-52 EW and
operational test requirements and maintenance upgrades to special test equipment. Planned taskings will directly
support the maintenance, operation and
technical capabilities of the ALQ-161
and ALQ-172. Contract awards are expected in May 2015 with a performance

start date of October 2015. Responses
to the RFI were due Nov. 15. The solicitation number is FA2486-15-R-0003.

The Air Force Research Lab (Rome,
NY) has issued a broad agency announcement (BAA) seeking white papers covering research to expand cyber operations
technology, specifically looking at the
day-to-day defense, protection and operation of DOD networks and capability
to conduct cyberspace operations, as
well as integration research into operational and contingency planning and
technology and approaches to better
equip warfighters. The opportunity specifically seeks concepts that intersect
with signals intelligence (SIGINT), electronic warfare and cyber technologies.
Papers will be evaluated based on stated
priorities, which include overall scientific or technical merits, including the
approach for development or enhancement of proposed technology, as well as
the potential contributions of the effort
to US Air Force Full Spectrum SIGINT or
cyber operations. Total funding for the
BAA is $49.8 million, with $8.8 million
obligated in FY 2014 dollars. The BAA
number is BAA-RIK-13-02. The point of
