Last month, we asked our readers to write to JED about "ideas that must die," in order to make way for newer thinking about EW. So
far, we have received two responses and we have published them below. We encourage more readers to share their "ideas that must

IDEA: CONSOLIDATION OF MILITARY
RESEARCH/DEVELOPMENT

I spent most of my life as an electronics engineer in what
was then called Air Force Avionics Laboratory at Wright-Patterson Air Force Base. I received credit for leading the development of what the media now calls "Stealth Technology."
In the course of this, "by order of the commanding officer,"
I made many trips to visit fellow researchers both in the USA
and foreign countries. I was struck with the different approaches to how military problems were attacked.
In the USA, there were (are) countless laboratories, doing
research for the Army, the Air Force, the Navy, etc. Without doubt, the operational needs of the different Services
require different configurations of equipment, but the underlying technology is almost always common! Yet we allow duplication of efforts, duplication of research costs and
waste of talent by having many places doing similar work,
and subsequent delays in producing the product.
By contrast, almost all the really progressive allied countries have single laboratories for all military R&D whose work
is supported by the different Services needing advanced
technology. Besides saving huge amounts of money, this approach produces results faster and more efficiently through
the merger of brain-power and elimination of duplicate (and
expensive) test facilities. As necessary, subsequent tweaking for specific operational applications can be done.
I am confident that an objective, unbiased, study done by
a group not connected to any military organization, would
show the many advantages in productivity and cost savings
that would support implementing this.

THIS IDEA MUST DIE: EW IS TOO COMPLICATED
TO UNDERSTAND.
Throughout my 20-year EW career, everyone has said: EW
is so complicated that it takes years to get an engineer or
technician trained on a system. Yes, I agree EW is complicated. But I disagree with the philosophy and manner in which
we approach developing engineers and technicians to work
in this field. We have turned away many good engineers and
technicians by perpetrating this message of EW complexity.
According to Wikipedia, "EW is any action involving the
use of the electromagnetic spectrum or directed energy to

control the spectrum, attack an enemy, or impede enemy
assaults via the spectrum." That's a pretty good definition.
Instead of focusing on the complexity of the EW system,
we should teach engineers/technicians the fundamentals of
EW systems and how these aspects relate to specific designs or
functionality in the systems. EW is understanding the performance of an opposing system from an electronics standpoint
and manipulating the sensors of the enemy's electronics. It
takes the exploitation of one or more system characteristics
to defeat that system. Knowing these fundamentals enables
an engineer to enhance the performance of an EW system.
These moves can either improve the EW system or counter
(exploit) the opposing EW system. These are the small details
that allow mission data programmers to develop the proper
techniques, thus allowing the pilot to maneuver at the proper
time to avoid missile impact. A slight adjustment to the return signal can do the trick. For example, homing a missile
in on the targeting radar to remove the anti-aircraft threat
is as effective as a sniper shooting the opposing commanding
officer to remove their leadership from the battlefield. EW can
lead the missile guidance away from the aircraft or completely
remove the guidance control. Kill the missile guidance and
the missile is not nearly as effective.
As the defense industry designs and produces newer systems, the complexity will inherently propagate, but the fundamental purposes will remain the same: counter or exploit
the opposing system.
Global competition for the electromagnetic spectrum will
grow exponentially in the future. Wars will be fought remotely from the touchpad (keyboard). EW is the future of warfare.
"All warfare is based on deception... when we are near, we
must make the enemy believe we are far away; when far away,
we must make him believe we are near," wrote Sun Tzu. "The
supreme art of war is to subdue the enemy without fighting."
Therefore, the EW community must strive to increase
their talent base by supporting and developing engineers to
ensure that we remain competitive. Well-rounded individuals with creative thinking skills should be the key attributes
for EW engineers.
