Col Jeff "Roofer" Aldridge, USAF, is the commander of the Joint Electronic Warfare Center
(JEWC). Located in San Antonio, TX, the JEWC is part of US Strategic Command (USSTRATCOM) J3E Joint Electromagnetic Spectrum Operations (JEMSO). The JEWC serves many
roles, but its fundamental job is to serve as the hub of EW support to the warfighter. JED
recently spoke with Colonel Aldridge to get a better sense of the JEWC's current focus and
learn how he sees EW and the broader JEMSO concept evolving in the future.

JED: Looking back a few years, the

JEWC completed a DOD-wide "Electronic Warfare Capabilities Based Assessment" (CBA) in 2009 that identified 34 gaps and also recommended
solutions. That study energized DOD
leaders and helped to shape EW modernization in a DOTMLPF context.
Based on the study's recommendations, in what areas has the DOD been
successful over the past few years
and where do some of the important
EW challenges still exist?

Colonel Aldridge:

For successes, I believe the military services have made significant
progress since the CBA by reducing their vulnerability to advanced
electronic attack. Combatant commands also stressed the need for
improved electronic protection, and
the military services are responding
by improving capabilities to operate
in congested and contested electromagnetic environments.
There have also been significant
gains in electronic warfare (EW)
and Electromagnetic Spectrum Operations (EMSO) strategy, policy, and
doctrine since the CBA, and we have
published several DOD and jointlevel documents. These gains were
made possible by significant coordination and collaboration between
the EW and spectrum management
communities.
The establishment of the EW Executive Committee (EXCOM) back in
March of 2015 was also a win for the
EW community since the committee
provides senior-level review and decision making on EW issues. The EW
EXCOM was implemented by the Deputy Secretary of Defense in response
to the Defense Science Board EW

Study to address shortfalls that were
also included in our CBA gaps. The
EW EXCOM is developing a comprehensive EW Strategy that will guide
DOD and military Service roadmaps
and acquisition. In response to EW
EXCOM tasking, the military Services
have also reemphasized their individual and unit EW training.
As far as challenges, we continue
to suffer from a fragmented organizational structure, which was the number one gap from the CBA. Without
singularly focused leadership with
the appropriate authorities necessary to drive strategic decisions and
processes, we will continue to struggle with creating and implementing
a unified vision for EW and EMSO at
the joint and departmental level.
I would argue that our most significant challenge is developing agile forces and capabilities to "get in
front" of our adversaries. We have
very adaptive adversaries that continue to outpace our slow and cumbersome acquisition process and
"stove-piped" structure. Adversaries
will continue to leverage rapid advances in globally-available, low-cost
electronics, further eroding our US
technology lead. We require a more
responsive acquisition process and
integrated structure. The amount
of time it takes to develop and field
capabilities after identifying a new
threat or vulnerability is unacceptable for the warfighter.

JED: The JEWC has been a strong

proponent of the EMS Operations
(EMSO) concept. Many people still
don't understand the essential differences between EW and EMSO. How
would you describe the difference to
an operator or a senior leader?

CA:

EMSO is the convergence of
EW and spectrum management activities. EMSO, which includes EW,
enables all military actions within
the electromagnetic spectrum (EMS)
which primarily involves sensing,
communicating and attacking. The
most important aspect of EMSO is
the paradigm shift to view the EMS
as a maneuver space versus just a resource to manage or allocate.

JED: What are the major success-

es and biggest challenges that have
happened in EMSO over the past
three years or so?

CA: Our initial challenge was secur-

ing support and buy-in to EMSO from
key stakeholders across the EW and
spectrum management communities.
There are considerable "stove-pipes"
and cultural differences across the
joint force that adversely affects integration. However, we've made significant progress over the past few years.
Back in March of 2015, the Chairman's Joint Concept for Electromagnetic Spectrum Operations (JC EMSO)
was published, which was a major
success and milestone. JC EMSO provides the vision to drive ongoing
EMSO efforts to include strategy,
policy and doctrine development.
The JEWC was a major contributor
to drafting JC EMSO, and we are also
leading ongoing EMSO Cell development efforts to refine processes and
tactics, techniques and procedures.
