JEWCS EXPLOITS SDR TECHNOLOGY FOR COMMUNICATIONS EW
NATO's Joint Electronic Warfare Core
Staff (JEWCS) is continuing to pursue a
rapid systems engineering effort using
low-cost COTS Software Defined Radio
(SDR) technology to overcome component obsolescence affecting its legacy
communications EW inventory.
The EW SDR suite, developed using code written in-house, has so far
fielded app-based functionality for GPS
jamming, digital HF/VHF/UHF communications, audio jamming and dynamic
communications jamming. Further apps
are in development.
Based at RNAS Yeovilton in Somerset, England, JEWCS is a multinational

training organization responsible for
providing a realistic EW environment
for NATO units under training. The unit
operates a variety of radar and communications jamming, simulation and surveillance equipment, which it deploys
around Europe to provide EW training
for alliance nations.
However, JEWCS' current equipment
inventory is now ageing, suffers from
obsolescence issues adversely impacting
availability, and is becoming increasingly difficult and expensive to support. Delays to a long-awaited Capability
Package, which is planned to recapitalize the JEWCS inventory with a suite of

INDIA SOURCING NEW EW TEST EQUIPMENT AND FACILITY
India's Ministry of Defence is sourcing upgrades to its EW-related test equipment and facilities through two separate
requests for information due last month.
The first, for procurement of a mobile
Field Test Simulator (FTS), seeks the
ability to test EW systems in real time by
simulating various radar transmissions.
Required operational parameters for
the FTS include: independent trailermounted, shelter-based system that
is capable of operating without added
items, and a provision for an external
power supply; simulation of all types of
radar signals across a wide bandwidth
for verification and trials of Electronic
Support Measures (ESM) systems. The
RFI also requires inbuilt receiver/spectrum analyzer for evaluation of the
electronic countermeasures features
of the radiating platform. For trials,
the proposal asks that the simulator
provide the electronic environment
by generating desired radar scenarios,
including the ability to generate highpower radar signatures to cover ranges
of 20 km and beyond.

In addition, India is sourcing information for set up of a radar cross section (RCS) measurement facility at Goa.
The fixed shore-based facility would be
used to measure the RCS of ships and
other targets for a given frequency or
frequency range. The facility would feature an instrument radar, to be placed
at a height of 50 meters above mean
sea level and a minimum distance of
500 meters from the target positioned
in the sea, with a range variance of up
to 10 meters. The facility would operate
in the S, C, X, Ku, K and Ka bands from
2-40 GHz (for transmit and receive) at
the desired spot of frequency or selected
frequency range. Minimum output power is 20 dB and the system is required to
transmit four frequencies simultaneously by switching of frequencies in each
band. Other requirements include realtime processing, time synchronization
within 1 ms accuracy, range resolution
of 0.5m or better, pulse reception frequency of 2000 Hz (1000 Hz minimum)
and dynamic range of 50dB or better.

As a mitigation and "bridge" to future
capabilities, JEWCS has used operations
and maintenance funding to invest in
the purchase of SDR hardware (a combination of WiNRADiO products and Ettus
Research USRP devices) plus associated
peripherals (filters, antennas and amplifiers). This technology, housed in ruggedized rack-mount enclosures, has been
combined with software written in-house
to deliver communications EW functionality suitable for deployment in existing
TRACSVAN shelters, and Mini-NEWVAN
and vehicle-mounted Mobile Intercept
Jamming Assets.
JEWCS' own in-house software engineering expertise has been used to develop functionality implemented in a series
of apps developed in a Python integrated
development environment. As well as
mitigating obsolescence issues, the SDR
approach offers much improved availability, reliability, maintainability and
provides a quick and easy upgrade route.
Further development of the EW SDR
suite is planned for 2018. New apps are
planned to realize functionality for satellite communications, digital mesh network radios and UAV denial, according to
