Recounting the History
of the EW Working Group

such as the EA-6B Prowler, and the need
for providing electronic attack support
to our strike packages. It was learned
that we simply had too few assets with
limited availability due to ongoing operations and maintenance shortfalls.
The US was not adequately prepared
for the EW mission it so heavily relied
upon in Kosovo. While the air campaign
was successful, there were serious concerns about readiness and the potential effectiveness of our SEAD mission
against more advanced forces (only two
of twenty-two Serbian SAM launchers
were destroyed).
On our way back from the hearing,
Rep. Pitts, who was an EW Officer on
board B-52s during the Vietnam War,
told me, "We haven't yet learned our
lessons from [Vietnam]." We needed EW
then and we need it today, he said, now
more than ever. Congress had to understand and pay better attention to EW.
This discussion was the start of the
EWWG. Our mission was to educate and
raise awareness in Congress about the
importance of EW and advocate for leadership and resources to address current
shortfalls and invest in future capabilities. Joining as early co-chairs in this
effort were former Reps. Randy "Duke"
Cunningham (CA), Norm Dicks (WA) and
John Spratt (SC).
At its core, the EWWG was trying to
both create a new conversation and insert Congress into that conversation
where it belonged. Few early members of
the EWWG had any significant parochial interest EW. It
was simply that EW mattered
and Congress had a role to
play. Why? Constitutionally,
Congress has the authority to intervene statutorily
in the responsibilities of
government, authorize and
appropriate funding for gov-

ernment programs, and provide oversight
of federal agencies, programs, policies
and regulations. But, Congress should
also act to harmonize activities and perspectives across government agencies.
The EWWG wanted to use all the tools
in the congressional toolbox to educate
leaders, provide oversight and accountability, and encourage policy reform - to
help the Defense Department (DOD) and
the services make better decisions.
The EWWG's scope in the beginning
was relatively narrow. We focused primarily on electronic attack (EA) and
funding support for specific EW programs through the congressional defense budget process. But it didn't take
long to realize that this effort wasn't
fixing the problem; it was highlighting
it. Service EW plans and management
were fragmented. No one was in charge
or had the authority to direct EW resources. We needed to change the way
we thought about EW. We used briefings,
meetings, site visits, letters - anything
that would help. Most activities went
unannounced to permit the best flow of
information. But we stayed busy. It was
about elevating the entire EW mission.
It didn't take long for the EWWG to
hone in on one embedded problem holding EW back - a lack of leadership and
cohesion throughout OSD and the Services. There was no champion and no
opportunity for champions to emerge.

wenty years ago, I had
the privilege of serving
on the congressional staff
for Representative Joseph
Pitts (PA). As fate would
have it, I was the staffer
responsible for launching the Electronic
Warfare Working Group (EWWG). Today,
I often get asked the question: "Is the
Electronic Warfare Working Group still
active?" Yes, it is. In fact, you can argue
that it's stronger today than it has
been in years past. Still, I understand
the question, because the EWWG does
not and has never been a traditional
congressional caucus. The focus of the
EWWG has always been to work more
quietly, behind the scenes, to build relations and affect change, rather than be
publicly visible. However, the evolution of the EWWG is important because
it parallels the recent evolution of EW
itself and has served to both push and
pull reforms at critical times advance
the mission across.
During the summer of 1999, the
House Armed Services Committee
(HASC) was embarking on a series of
oversight hearings on US-led NATO military operations over Kosovo. Operation
Allied Force (OAF) had lasted only a few
months, but NATO military and peacekeeping forces had been present in the
region for several years. Additionally,
US forces were spread thin as we were
actively enforcing no-fly zones over Iraq
- Northern and Southern Watch.
Representative Joseph
Pitts (PA-16), was in his second term, but he was new to
the HASC that year. At one
hearing in late June on the
Joint Suppression of Enemy
Air Defenses (JSEAD) mission, the testimony turned
to discussion of low-density/high-demand assets, Rep. Joe Pitts
