University/City Partnerships

Partnership at its core:
Arizona State University's Sun Devil

rom the ashes....a Phoenix shall rise. These
words ring true, today more than ever, in
the downtown Phoenix urban core.
August 15, 2017 marks the 10-year anniversary of the opening of ASU's Downtown Phoenix
campus. From its inception, partnership has
been its core principle.
In 2005, ASU and the City of Phoenix signed a
partnership agreement to develop a downtown
campus in its urban core. The city of Phoenix
would acquire land necessary for development,
while ASU agreed to move academic colleges
from its Tempe campus and to develop student
housing. In 2006, Phoenix citizens approved a
$223 million bond to create the downtown campus - an unprecedented investment by a city in
higher education that remains unmatched to date.
In 2007, the campus opened its doors to
approximately 2,200 students using remodeled
office buildings as classrooms and a refurbished
Ramada Inn as a residence hall. Over the next
decade, having grown beyond 10,000 students,
the downtown Phoenix campus evolved to include
high-rise residence halls, a light rail transportation
system spanning multiple cities, and state of the
art buildings beginning with the Walter Cronkite
School of Journalism and Mass Communications
and concluding most recently with the Center for
Law and Society, which houses the Sandra Day
O'Connor College of Law. Astounding progress
over the course of 10 years.
Like the partnership principles that guided
the Downtown Phoenix campus, mutual benefit
shaped the development of the Sun Devil Fitness
Complex and the partnership with the Lincoln

Family Downtown YMCA that helped guide its
construction.
The Downtown Phoenix Sun Devil Fitness
Complex (SDFC) was built adjacent to and connected with the Lincoln Family Downtown YMCA,
which had occupied that parcel of land since the
1950's. In fact, the land the SDFC was built on
was purchased from the YMCA, for this use, as
part of the partnership agreement.
In its most practical form, the partnership
is about providing as much usable fitness
space to both ASU and YMCA memberships.
In essence, the YMCA doubled its square footage with the construction of the SDFC. SDFC
members have access to the YMCA, and all of
its spaces, thereby doubling the space they
have access to. Senior members of the YMCA
benefit from an elevated walking track in the
SDFC. Students benefit from the expansive

weight room and cardio floors in the YMCA.
Large locker rooms in the YMCA allowed ASU
money to be spent elsewhere, like the iconic
rooftop pool that dominates its upper floor.
The whole design process was impacted by this
relationship, which focused on how to add value
to both buildings while trying not to duplicate
critically functional areas.
On the other hand, operational independence
was also a priority. The buildings needed to
be constructed in such a way that one building could operate without the other. This was
accomplished by adding an overhead door,
(think garage door) at the entrance point from
the SDFC to the YMCA. This allows the SDFC
to close up shop for essential ASU functions
without affecting the operations of the YMCA.
One of the benefits of constructing the facilities under this partnership include maximizing
