REINVENTING

The School Bus Tender Process

here has been some regular discussion over the years regarding
the provincial school bus tender
process. Prior to 1997-98, the
province tendered and supplied school
buses annually, with divisions requesting new buses from these orders based
on the condition and age of their fleet.
As part of the transportation funding
changes in that year, divisions began to
receive funding to purchase buses, and
from this funding, divisions would identify the number of buses they wished
to purchase. During the time since this
change, MASBO members have worked
with the Pupil Transportation Unit

through the Central Tender Purchase
Committee to develop the School Bus
Tender annually. Divisions have always
been requested to opt in or out of this
tender process.
Efforts have been made over the years
through minor changes with the process
and timelines of the tender to encourage
all divisions to participate. The process
has been thorough and consultative
beginning with a review of the school
bus specifications. These specifications
were reviewed with manufacturers prior
to the tender being submitted and once
the bids were received, they were scored
and an award was issued.

Unfortunately, participation in the
Central Tender was regularly between
50 and 60 per cent. "If MASBO did not
continually consult and listen to our
membership on this issue, the number
of participating divisions would likely
decline," says Roger Van De Kerckhove,
Provincial Transportation Director and
Assistant Transportation Coordinator
for Frontier School Division.
Certainly, there were valid reasons
divisions had for developing their own
tender. Some of the reasons identified
included the cost of vehicle options, the
total life cycle costs for a bus beyond
the initial purchase, parts inventory
