McCartney Construction Co. overcame the
challenges of unique work zone dangers,
complex grade correction, and rehabilitation
to successfully build a 3.62-mile section of the
Anniston Eastern Bypass in Gadsden, Ala.

experienced by most paving crews.
The land for the project was owned
previously by Fort McClellan, a
U.S. Army base that has been in
existence since the late 1800s.
After World War II, the base
trained a half-million soldiers in
munitions and was home to the
Chemical Corps responsible for
chemical, biological, and other
munitions. Although the land
had been previously cleared of
unexploded ordnance, there was no
guarantee that all of the weapons
had been found and removed
from the construction area. To
prepare for the project, McCartney
Construction's crew members
were trained by the Army on what
to do if they discovered possible
munitions and the associated safety
procedures to follow. Daily safety
huddles kept procedures at the
forefront throughout the project.

Details Add Up to Quality
At the start of the project, the
grading contractor placed 6 inches
of aggregate for erosion control
purposes on top of the subgrade.
McCartney Construction and
the Alabama Department of
Transportation (ALDOT) mapped
out the calculations necessary to

construct the correct grades for the
entire length of the roadway.
"We partnered with ALDOT to
create a global positioning system
(GPS) model using a Top Con
milometer GPS grade control for all
aspects of grading for the project,"
said Michael McCartney, McCartney
Construction COO. "This ensured
all of the calculations for the GPS
unit produced the grades and slopes
required."
The company's first task
was to mix the aggregate into
approximately 6 inches of dirt to
stabilize the subgrade. The GPS
model was crucial to ensuring
precision grading and getting the
foundation for the roadway correct.
Following stabilization, McCartney
Construction laid six courses
of asphalt mix, which included
reclaimed asphalt pavement (RAP).
The company uses limestone for
its base and added quartzite from a
nearby quarry to the limestone for
its surface course.
Two base courses, one 3-inch lift,
and one 2.5-inch lift used more than
67,000 tons of 25 mm Superpave
mix. Each of these layers began
with 25 percent RAP in the asphalt
mixture. "We fractionate our RAP,
crushing it and screening it. It's good

quality," said McCartney. "We test
the RAP for asphalt content to keep it
consistent and store it under a dome
to protect it from the elements."
The 2-inch leveling course
used almost 2,000 tons of 19 mm
Superpave mix starting at 25
percent RAP. The 2-inch binder
course used 29,000 tons of 19 mm
Superpave, which also started as a
25 percent RAP mix.
McCartney Construction used
a material transfer vehicle, a paver,
and two double-drum rollers. "Our
paving speed on base and binder
layers is set at 25 to 30 feet per
minute and the surface layers at
18 to 20 feet per minute mainly
to allow for greater smoothness,"
said McCartney. "Our target was 94
percent density, and we didn't have
any trouble achieving density."
For the northern-most mile of the
Anniston Eastern Bypass, McCartney
Construction worked on the existing
roadway, building medians and
cross-overs onto an existing four-lane
road. With traffic on the existing
roadway, the contractor used a
contra-flow traffic control method,
diverting traffic from four lanes to
two lanes so that the remaining
two lanes could be worked on
while still allowing traffic to flow.
Once the northbound roadway
was paved, traffic was diverted to
the newly constructed lanes so
that the southbound lanes could
be paved. "Once the upper binder
layer of the roadway construction
was completed, traffic was placed in
its permanent location for travel,"
said Ken McGatha, Quality Control
Manager. "The wearing surface layer
